The U.S. Department of State, Bureau of Near Eastern Affairs Office of Assistance Coordination (NEA/AC) is seeking applications to increase the Tunisian government’s accountability and responsiveness to citizens’ concerns over corruption.
The successful applicant will assist the Financial Judiciary Pole (FJP), established under the authority of the Government of Tunisia’s Higher Judicial Council, develop the institutional framework and technical capacity to achieve its mission to transparently investigate and prosecute financial corruption cases in Tunisia.
Objectives
- An increase in the FJP’s ability to investigate, prosecute, and adjudicate financial corruption cases, in accordance with international standards and Tunisia’s Constitution, laws, and procedural codes.
- Implementation of an organizational strategy and development plan for the consistent fulfillment of the FJP’s mandate, in accordance with Tunisia’s Constitution, laws, procedure, and all applicable policies of Tunisia judiciary.
- Development of comprehensive ethical standards and practices for the investigation, prosecution, and adjudication of financial corruption cases.

Eligibility Criteria
- Eligible applicants include U.S. or foreign non-profit organizations; for-profit organizations; private institutions of higher education, public or state institutions of higher education, public international organizations; and small businesses with function and regional experience in the areas of regulatory policies and reform.
- Applicants must have experience in the areas of accountability, transparency and integrity, particularly in the management of public finances and within the private sector.
- Experience in implementing Open Governance development projects is desirable.
- Specific experience in implementing anti-corruption technical assistance projects is highly desirable.
- Applicants must have the organizational capacity to implement program components in Tunisia. Partnerships with MENA-based civil society organizations are important to ensure that all program activities can be implemented quickly.
