The U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL), is seeking proposals for its “The Colombo Plan for Cooperative Economic and Social Development in Asia and the Pacific, represented by the Gender Affairs Programme (CPGAP)” to increase access to justice for individuals who have survived, or are at risk of experiencing, gender-based violence and/or trafficking in persons.
CPGAP is dedicated to increasing awareness of women’s legal rights and gender issues, conducting research on gender and child issues and developments, supporting member countries to implement global/UN standards on women and children’s rights, and assisting member countries to formulate policies according to global women standards and norms.
Focus Areas
- Establish and operate at least one long-term shelter for women and/or children
- Establish and operate at least one family guidance center
- Establish and operate at least one women’s protection center to individually, or collectively with an associate family guidance center
- Establish and operate at least one trafficking in persons shelter
Eligibility Criteria
Organizations submitting proposals must meet the following criteria:
- Be either a national registered non-profit organization in Afghanistan or an international NGO registered in Afghanistan under Afghan labor laws.
- Be registered, or be qualified to register, as a shelter providing organization with the Ministry of Women’s Affairs and/or the Ministry of Labor, Social Affairs, Martyrs and Disabled.
- Have demonstrated experience administering successful technical assistance projects in Afghanistan as listed in this RFP. CPGAP /INL reserve the right to request additional background information of Organizations submitting proposals under this RFP.
- Have existing, or the capacity to develop, active partnerships with required stakeholders and organization(s) in Afghanistan under this RFP.
- Organizations may form consortia and submit a combined proposal. However, one organization should be designated as the lead applicant.
- Project activities must target Afghanistan and should not go beyond 2 years.
- CPGAP anticipates making a maximum of three to five awards depending on the availability of funds and quality of proposals received under this RFP.
- CPGAP will not consider proposals that reflect any type of support for any member, affiliate, or representative of a designated terrorist organization or narcotics trafficker, whether or not elected members of government.
