The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) has announced an open competition for organizations interested in submitting applications for projects that facilitate enhancement of the human rights practices and awareness of the Afghan police/security forces under the jurisdiction of the Ministry of the Interior (MOI), particularly the Afghan National Police (ANP), and the Afghan Local Police (ALP).
DRL’s goal is to support the Afghan government in improving the human rights record of security forces under the jurisdiction of the Ministry of the Interior, particularly the Afghan National Police (ANP), and the Afghan Local Police (ALP). The bureau seeks proposals that will:
- work with MOI officials to increase awareness of human rights laws/international standards and assess training and accountability deficiencies for security force abuses;
- assist in the development of a structured human rights curricula to be incorporated into MOI training modules or orientations utilized at the Police Academy or other training of police leadership;
- explore options to help coordinate implementation of the curricula as part of police training, including standardization of training materials, training of trainers, and developing an assessment and monitoring system to evaluate effectiveness of training moving forward.
Funding Information
- Applicants should not request less than $600,000 and no more than $750,000.
- Applicants should include an anticipated start date between May 2018 – July 2018 and the period of performance should be between 18-24 months.
Eligibility Criteria
- DRL welcomes applications from U.S.-based and foreign-based non-profit organizations/nongovernment organizations (NGO) and public international organizations; private, public, or state institutions of higher education; and for-profit organizations or businesses.
- DRL’s preference is to work with non-profit entities; however, there may be some occasions when a for-profit entity is best suited.
