The Bureau of Near Eastern Affairs, Office of Assistance Coordination (NEA/AC) and the United States Embassy in Amman are seeking proposals from eligible applicants for a 2019 Jordan Local Grants Program.
This funding opportunity seeks to address two challenges facing Jordan:
- Priority Area 1 – Enhanced Citizen Engagement: Encouraging an active citizenry through increased civic education and media literacy, outlets for open discussion, and broadened youth participation in local government and civil society.
- Objective 1.1: Expand outlets and opportunities for open discussion of contentious issues and encourage youth participation in public debate or discussions with government officials.
- Objective 1.2: Improve Jordanians’ ability to critically evaluate and analyze mass media and popular culture and understand the role of both in constructing views of reality.
- Objective 1.3: Design and implement avenues for youth participation in civil society and local government.
- Objective 1.4: Develop activities to build trust between citizens and government at the local or central levels.
- Objective 1.5: Support civic education programs that emphasize the role of citizens in building a democratic culture and informed citizenry.
- Priority Area 2 – Strengthened Civil Society Advocacy and Capacity: Increasing the ability of Jordanians to hold their government accountable through enhanced NGO advocacy and capacity building for local organizations.
- Objective 2.1: Strengthen and amplify the advocacy of CSOs calling for government accountability and transparency.
- Objective 2.2: Enhance CSOs ability to facilitate communication between citizens and government officials around contentious issues.
- Objective 2.3: Equip CSOs with the necessary tools to operate more effectively and professionally, and to enable more established CSOs to help more nascent ones.
- Objective 2.4: Enable CSOs to sustain themselves through better strategic planning, financial management, revenue generation, and accountable fundraising.

Eligibility Criteria
- Eligible applicants include local organizations of civil society, non-profit organizations, community groups, non-governmental organizations, professional associations, private sector organizations, and universities based in Jordan. Applications from any of the aforementioned organizations not based in Jordan are not eligible and will not pass the Technical Eligibility Review stage.
