The U.S. Embassy is pleased to announce an open call for proposals from interested individuals and organizations for a Track II program.
This program will focus on efforts to create conditions for the peaceful coexistence of the peoples whose countries have contested the long-running, still-not-fully-resolved Nagorno Karabakh conflict.
Proposed programs to prepare the populations for peace may include initiatives with such elements as research, education, awareness-raising, and confidence-building measures.
Program Objectives
- To solidify and expand the network of and ties between existing leaders/facilitators for people-to-people diplomacy between Azerbaijan and Armenia.
- To increase accumulated knowledge and understanding of the current landscape and potential for engagement in the post-conflict environment.
- To contribute to changing public perceptions in both Azerbaijan and in Armenia about the “other.”
- To explore the potential for new models of interaction to advance peaceful cohabitation.
Funding Information
- Length of performance period: applicants are encouraged to design programs that encompass at least one year.
- Number of awards anticipated: One award
- Award amounts: awards may range to a maximum of $65,000
- Anticipated program start date: May-June 2022
Participants And Audiences
- Proposed projects may involve youth, journalists, academics, and/or other current prospect opinion leaders and influencers to help connect people on both sides of the conflict.
Eligibility Criteria
- Project team members’ experience in the South Caucasus and extensive connections with leaders and influencers in the region are expected and should be documented in the proposal.
- Eligible entities include not-for-profit, civil society/non-governmental organizations, public institutions, and individuals. For-profit entities are eligible to apply.
- Previous federal award recipients who are not/were not in compliance with the terms of their financial and program reporting requirements are not eligible to apply. It is the applicants’ responsibility to ensure they are in compliance with all applicable terms, conditions, and Office of Management and Budget guidance and requirements. Organizations found to be in non-compliance may be found ineligible for funding or designated high risk if selected for funding.
