The U.S. Embassy in Port Moresby has announced a new funding opportunity under the Health Grants Program which is made possible by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), and is seeking to fund projects to combat stigma and discrimination (including violence) particularly associated with the key populations (KP) of female sex workers (FSW) and men that have sex with men (MSM) in Papua New Guinea (PNG).
The overall objective of this round of the Health Grants Program is to increase the capacity of community based organizations in Papua New Guinea to effectively work within their communities to help reduce HIV associated stigma and discrimination (including violence) particularly against key populations (KP) of female sex workers (FSW) and men that have sex with men (MSM) in their National Capital District (NCD) communities.
The Health Grants Program encourages projects that:
- Promote partnerships among two or more local organizations for a common goal;
- Include key populations (KP) as project implementers and/or target beneficiaries;
- Incorporate the use of social media, and;
- Identify barriers that hinder key populations (KP) from accessing health services and develop innovative solutions to address these barriers.
Funding Information
- Applicants may request a maximum of US $15,000.00. A total of US $127,000 is available for this program.

- Ceiling of Individual Award Amounts: $15,000
Eligible Activities
- Activities must be in the National Capital District (NCD) and surrounding communities.
- Deliver health services to survivors of HIV stigma and discrimination (including violence) among key populations and other more-at-risk populations.
- Conduct community and/or faith-based peer training to address HIV stigma and discrimination (including violence).
- Implement community awareness campaigns and behavioral change activities around HIV stigma and discrimination (including violence).
- Promote innovative community generated activities to reducing HIV Stigma and discrimination (including violence).
- Initiate community empowerment activities focused on key populations (KP) with an HIV stigma and discrimination prevention component.
- Improve the health of key populations through increased community awareness and information dissemination.
- Engage key population (KP) in the prevention of HIV stigma and discrimination (including violence).
- Increase key populations’ knowledge of their rights in relation to HIV stigma and discrimination in local communities.
- Implement information campaigns on health issues affecting key populations (KP).
- Address HIV stigma and discrimination (including violence) in a holistic approach and address gender roles.
- Reduce stigma and discrimination (including violence) by increasing awareness of human rights issues.
- Use “edutainment” to deliver key messages around stigma and discrimination (including violence).
Eligibility Criteria
- U.S. and Papua New Guinean registered not-for-profit, non-governmental, and civil society organizations registered in Papua New Guinea, with at least two years of programming experience.
- This experience must be documented in the organization’s proposal.
