The United States Department of State, Bureau of International Narcotics and Law Enforcement Affairs INL is seeking applications from qualified U.S. and non-U.S. based non-governmental (NGOs)/non-profit organizations or Educational Institutions, or Public International Organizations (PIOs) for a Grant/Cooperative Agreement to implement a program entitled “Colombian National Police Plan Cuadrante Police Service Model Assessment.”
This project should support the goals of INL Bogota’s Law Enforcement Professionalization Section (LEPS): to disrupt and dismantle narcotrafficking and other transnational crime by enhancing CNP capabilities, processes, and internal structures. To contribute to this goal, this project will specifically seek to evaluate the strength of the of the CNP’s national deployment model (Plan Cuadrante) and provide recommendations, if warranted, that help the CNP: (1) Incorporate novel and effective practices and technology that result in police deployment techniques that further increase citizen security; and, (2) Increase police deployment and strengthen the rule of law in rural areas.
Goals
- Perform and in-depth analysis of Plan Cuadrante and its application across different police jurisdictions and provide recommendations based on best law enforcement practices applicable to Colombia that strengthen this model.
- Work with departmental CNP commanders to ensure Plan Cuadrante (and any possible modifications to the plan per this assessment) is being leveraged properly to reduce crime and increase citizen security, particularly in the rural areas.
- Evaluate if Crime Analysis training is applicable to Colombian law enforcement assigned to planning sections in the rural departments.
Objectives
- Objective 1: Evaluate the CNP’s application of Plan Cuadrante within specified high crime areas.
- Activity 1: Meet with CNP command staff from DISEC and DICAR to determine what specific high crime zones will be designated as Plan Cuadrante evaluation areas.
- Activity 2: Evaluate the implementation of Plan Cuadrante in designated high crime areas.
- Activity 3: Report evaluation findings and provide recommendations on how to uniformly apply Plan Cuadrante.
- Objective 2: Retrain designated CNP officers, through a train the trainer approach, on the Plan Cuadrante service model and any modifications to be adopted per assessment recommendations.
- Activity 1: Revise the Plan Cuadrante training curriculum and work the CNP Schools Directorate (DINAE) to include it in its annual training plan.
- Activity 2: Support designated Plan Cuadrante instructors to retrain officers in departments where the plan is not being leveraged adequately.
- Activity 3: Integrate the community-policing components of Plan Cuadrante in training models with an emphasis on relational policing.
- Activity 4: Provide a detailed report identifying the number of police retrained in the Plan Cuadrante model, their assigned directorate, and their assigned areas for Plan Cuadrante application.
- Objective 3: Provide Crime Analysis training for rural departments to support Plan Cuadrante in high crime and narco-trafficking areas if assessment finds it is warranted.
- Activity 1: Evaluate whether the crime analysis-training curriculum can be incorporated into the DINAE annual training plan.
- Activity 2: Train Directorate General CNP Planning Section officers, in a train the trainer format, on crime analysis and how to apply it effectively through the Plan Cuadrante model.
- Activity 3: Assist CNP crime analysis trainers to train personnel deployed in rural departments where the Plan Cuadrante is not being leveraged adequately.
Funding Information
INL expects to award a cooperative agreement(s) based on this NOFO, in an amount not to exceed the total ceiling amount. The anticipated total federal funding amount is not to exceed $500,000. The period of performance is 2 year(s) with an anticipated start date of March 2, 2020. INL may extend the award up to 1 additional year’s contingent on INL priorities, good performance of the recipient, Department of State management approval, and funding availability.
Target Population
Applicants should identify target audiences, specific demographics, and the region(s) in which the project will be implemented. The primary population that the project is targeting is the employees of the Colombian National Police in general, but with a specific focus on the DINAE, DISEC, and DICAR directorates and the Planning Section of the Directorate General.
Eligibility Criteria
Eligibility for this NOFO is limited to:
- Applicants that qualify to receive U.S. grants (such as U.S. not-for-profit/nongovernmental organizations (NGOs) or U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code; foreign not-for-profits/nongovernmental organizations (NGOs) or foreign based educational institutions, or Public International Organizations (PIOs) with the ability to develop and successfully implement a project in Colombia and meet INL’s reporting requirements. Organizations must also be able to demonstrate current (or pending) country registration in Colombia, if required by the country of project implementation.
- Applicants must have demonstrated experience implementing similar education or capacity building programs, preferably in Colombia or Latin America. INL reserves the right to request additional background information on organizations that do not have previous experience administering similar programs and/or federal grant awards.
- Applicants must have the ability to produce course materials, deliver training, and conduct evaluations in Spanish and English. The applicant’s staff should be proficient in English in order to fulfill reporting requirements.
- Applicants must have existing, or the capacity to develop, active partnerships with stakeholders in order to successfully carry out the proposed program.
- Organizations may form a consortium and submit a combined proposal. However, one organization should be designated as the lead applicant and other members as sub-award partners.
- Applicants must be able to respond to the NOFO and be able to mobilize in a short period.
