U.S. Mission to India seeking Applications for Combatting Trafficking in North India

The U.S. Embassy Public Affairs Section in New Delhi (PAS Delhi) is soliciting proposals for a grant/cooperative agreement from legally recognized non-profit, non-governmental organizations that meet U.S. and Indian technical and legal requirements to develop and implement public diplomacy programs.

The goal of this funding opportunity is to reduce trafficking in persons through increased identification of victims and enforcement of laws to support India fulfilling its commitment to the UN Convention against Transnational Organized Crime and create a safe environment for women and children to flourish.

This funding opportunity seeks to build capacity and knowledge of law enforcement agencies/personnel, training centers, academies and cyber cells in either in Rajasthan or Uttar Pradesh on approaches, strategies, skills to identify potential trafficking cases, properly investigate and report them.

The funding opportunity seeks to accomplish this by:

Develop and implement workshops/training for law enforcement agencies, training centers and academies, in Rajasthan or Uttar Pradesh, to identify signs of trafficking, investigate and reporting the case/s efficiently.
Share best practices from the U.S. with law enforcement agencies by inviting an expert to talk on/train methods of identifying and combating the facilitation of trafficking in persons through tech-based platforms such as Facebook, WhatsApp and other social media.
Adopt (and translate) an existing handbook, developed by CRS and Indian NGO Prajwala, which is currently in use in the states of Odisha, Telangana, AP and Jharkhand, to be distributed to law enforcement agencies.

The goal of the project is to reduce trafficking in persons through increased identification of victims and enforcement of laws to support India fulfilling its commitment to the UN Convention against Transnational Organized Crime and create a safe environment for women and children to flourish.

Project Objectives

Over the two-year span of the grant, grantee is expected to accomplish the following:

Creation of updated anti-TIP law enforcement training handbook, based on existing materials, in English and Hindi, and distribution to law enforcement agencies in targeted metro areas.
Demonstrate increased capacity among at least 150 police personnel to identify trafficking cases in their region within 12 months after completion of the training. (The number of TIP cases they have been able to identify and prevent).
Demonstrate increased capacity by relevant anti-TIP cybercrime cells and their personnel to track and prevent online facilitation trafficking in persons within 12 months after training is completed by calculating the number of identified TIP cases and reporting the change.
Documented usage of newly translated training manual by individuals and groups involved in training within 12 months after training.
A 30% increase in the first incident reports (FIRs) filed by the trained police personnel in their region after identifying TIP cases 6-12 months after completion of training.

Project Deliverables

Update existing anti-TIP law enforcement training handbook in English and Hindi.
Distribution of TIP enforcement handbook on indicators of human trafficking in English and/or regional languages to relevant law enforcement agencies in targeted metro area.
At least (150) police personnel newly trained in TIP enforcement strategies and tactics
Half (50%) of existing anti-TIP cybercrime cells are trained to track and prevent online trafficking facilitation by a visiting U.S. expert.
Surveys of law enforcement personnel involved in training 6 and 12 months after training to gauge increase capacity and usage of handbook.

Funding Information

Maximum Award Amount: $50,000.

Project Audience

Police personnel (agencies/ training centers/ academies where police personnel are trained) in a single metro area in either Rajasthan or Uttar Pradesh. The audience will be a combination of entry level and mid-level women and men officers. These officers are probably aware about the concept of trafficking but are unaware about the signs of trafficking and may or may not have had experience working on TIP cases. The audience will be from diverse religious and social backgrounds. They will need to have a working knowledge of the English language.
