The U.S. Embassy’s Public Affairs Section in Moscow (PAS Moscow) is inviting proposals for a cooperative agreement to provide technical and logistical support for arts and cultural programming in Russia.
The objectives of this program are to provide space for dialogue between the peoples of the two countries and foster American engagement with a wide range of Russian audiences through the arts and culture. Visiting artists should be prepared for substantial engagement with Russian audiences, including participation in Q&A’s, discussions, media interviews, social media events, and public talks and workshops.
Goals
The goals of this funding opportunity is to:
- Strengthen people to people ties between the United States and Russia through joint activities and shared experiences that increase mutual understanding between the people of the United States and Russia.
- Strengthen partnerships and build long-term, self-sustaining relationships and institutional linkages between U.S. and Russian organizations.
- Showcase American values by presenting the full range of American creativity and innovation and showing the diverse face of the United States.
Activities
- Recruiting potential music groups and artists.
- Coordinating with the U.S. Embassy to finalize selection of program participants.
- Negotiation and transferring the honorarium and artist fees.
- Sending bios and other information about the participants to Embassy Moscow.
- Making international and in-country flight arrangements and purchasing all tickets.
- Advising American artists on Russian safety, weather, and other precautions, and facilitating the visa application process.
- Arranging airport pickup and hotel reservations in Moscow and other cities and paying for hotels.
- Creating and procuring printed materials such as flyers, signature cards, handouts, programs, event banners, and posters.
- Coordinating and funding venues (such as concert or dance halls or art galleries), sound, interpretation, and other logistics related to the program in Russia.

- Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education

- Public and State controlled institutions of higher education
Proposals should include:
- Details of the organization’s capacity for handling logistics for multi-faceted music, arts and cultural programs.
- Details of the organization’s familiarity with the Russian program environment, including the cultural institutions in both urban areas and regions.
- Details of the organization’s familiarity with American arts organizations and artistic genres.
