UN Women is seeking request for proposals for program entitled “Gender Responsive Governance Leading to Better Outcomes for Women Based on Improved Access to Their Rights and Entitlements”.
Programme Objectives
Supporting the proposed areas of intervention in India is expected to strengthen governance institutions and support their normative commitments in three major ways:
- First, strengthening governance institutions based on a thorough review of the current capacity building approaches and interventions currently being undertaken at the national, Sub-national and local levels and embedding technical support at the state levels, is expected to Inform the most significant link in promoting good governance.
- Second, pilot testing gender responsive implementation of key government schemes is expected to create 4 body of evidence that will inform further upscaling of key government schemes and initiatives.
- Third, supporting government institutions on their ability to deliver on normative frameworks and intergovernmental coordination is essential to main streaming gender at national and sub-national levels.
Expected Outcomes
- strengthening government institutions through technical partnerships,
- creating platforms for grass roots voices to reach policy matters,
- demonstrating good practices through well documented pilots,
- policy advocacy
- support for action research.
Scope of the Evaluation
- The final evaluation of the project will be managed by UN Women and will be conducted by an external and independent agency. It Is planned to be completed from July to November 2018. The evaluation will cover the 36,month project implementation period of June 2015 — December 2013.
- The evaluation will be conducted in India, where the project has been implemented, with travel to the project states — Delhi, Maharashtra, Andhra Pradesh, Telangana, Karnataka, Odisha, Rajasthan and Madhya Pradesh to collect data as defined by plan. There may be some travel to meet our national stakeholders which are not situated in the project states.

- Education and certification:
- Masters degree or equivalent in Social Sciences, International Development studies law, human rights, Politics, Gender, Women studies or related field.
- Experience:
- Minimum of 15 years progressively responsible experience in the area of planning, policy Work or program management preferably with 5 years field experience in one or more of the regions in which UN Women operates.
- Language requirement:
- Fluency in written and oral English and Hindi essential.
- Ethics and Values:
Team Leader
The team leader should have the following characteristics:
- At feast 15 years of experience in conducting and. leading. corporate/organizational evaluation, hairline surveys, evaluations of complex, insult-faceted development programmes.
- Experience in tracking, .planning, monitoring and evaluation. of development programmes
- Experience of facilitating workshops for initiating evaluation and for sharing evaluation findings
- Good understanding of key issues related to the delivery of services
- Relevant knowledge Of government systems and processes
- Expertise with. coin murky and development protest especially in rural areas
- Demonstrable ability to simplify technical writing, extracting: and emphasizing key points for a designated target audience
- Understanding of UN Women’s mandate and function in India and Bhutan
- Excellent analytical skills and communication skills.
- Demonstrated excellent rep, Writing skills in English.
