UNDP announces this Call for Proposal for selection of local community-based organization and/or non-government organization(s) for implementing community TB activities to support active case finding and treatment adherence support of patients receiving DR-TB treatment including new treatment regimens.
It is expected that NGOs will support in TB screening of people who had contacts with TB patients and high risk, or key population groups using innovative approaches and hence will improve referral system and early detection of the TB. The NGOs will also support in establishing a collaborative active case finding mechanism at community level including integration with PHC and TB services on early detection, directly observed treatment (DOT) and treatment adherence.
Goals
- UNDP is supporting the National TB Program in the implementation of the GF-funded activities of the three-year TB grant (2021-2023) aimed at achieving country targets and indicators for the detection and treatment of TB and drug-resistant forms in accordance with the established 2018 UN General Assembly targets for Tajikistan.
- The goal of the project is to support TB service in improving case finding at communities by early detection, enrolment detected patients to quality treatment and ensuring adherence for successful completion of DR-TB treatment.
Objectives
- Support improving collaborative mechanisms between TB services and local authorities, community health committees, PHC, HIV, migration services and other actors involved in TB active case finding, prevention and treatment support at each project area.
- Participate in active case finding of TB and DR-TB cases using innovative approaches and IT tools among vulnerable and high-risk groups: family contacts of TB patients, including children, PLHIV, returned migrants and their family members.
- Collaborate with oblast TB services to organize X-ray examinations of target groups (preparation of the lists of people with presumptive TB, visit schedules, mapping of sites).
- Provision of counselling, social support and accompanying to contacts and other risk groups for TB screening, testing and ensure those with positive results are timely enrolled to TB and DR-TB treatment and/or preventive therapy, if needed.
- Support patients with MDR-TB, including patients on new regimens in improving treatment adherence, focused on direct therapy observation by the health providers or community/family members, and provision of psychological and social support throughout the treatment period (establish treatment support groups and conduct meetings and peer-to-peer educational sessions for patients and their families).
- Arrange outreach work and established network of volunteers, community leaders and activists in implementation of community TB activities,
- Advocacy with local authorities on provision of social support to DR-TB patients during the treatment and prevention activities through awareness raising and reducing stigma, gender, and rights related barriers in communities.
Program Duration: 15 months, starting from 1 November 2022.
Program Implementation Areas by Lots:
- Lot 1: GBAO: Khorog, Roshtkala, Rushan, Shugnan, Vanj, Ishkoshim.
- Lot 2: Khatlon: Bokhtar area (Sarband, Jayhun, Dusti, J.Balkhi, Khuroson, Panj)
Eligibility Criteria
- Only one applicant (CSO/NGO). The joint/consortium applications will not be considered,
- The CSO/NGO is legally registered in compliance with registration requirements of Tajikistan,
- At least one year of experience in implementation of projects on TB prevention and control and/or TB /HIV activities,
- Experience in community-based project implementation with involving network of outreach workers and volunteers including community leaders, mosques representatives etc.
- Experience of collaborating with the government structures and health organizations (for example, Hukumat of districts, District and Oblast Health Departments, Healthy Life-Style centers, TB centers, HIV centers, Migration, Jamoat and mahalla/ rural committees),
- The CSO/NGO has statutory reporting requirements and followed such requirements in the prior two fiscal years.
- The CSO/NGO shows basic financial stability in-country (core resources; funding trend for the current and prior two fiscal years),
- The CSO/NGO can easily receive funds. Have no-any major problems in the past in the receipt of funds,
- The CSO/NGO project log frame and work plans specify expected results and the activities to be carried out to achieve results, with a time frame and budget for the activities.
- The CSO/NGO carries out and document regular monitoring activities such as project review meetings, on-site project visits, etc.
- The organizational structure of the finance and programme management departments, and competency of staff, appropriate for the complexity and the scale of activities.
- The CSO/NGO has an accounting system that allows for proper recording of financial transactions from United Nations agencies, including allocation of expenditures in accordance with the respective components, disbursement categories and sources of funds.
- The NGO’s/CSO’s overall financial statements audited regularly by an independent auditor in accordance with appropriate national or international audit standards.
- No major issues related to ineligible expenditure involving donor funds reported in the audit reports of the NGO over the past five years.
- Letters of Support from TB centers and district Hukumats will be an advantage.
