Are you passionate about promoting peace and in love with the ideals of living better together for a united and peaceful society guaranteeing the well-being of all in Madagascar? The United Nations Development Program (UNDP) is launching a call for proposals for the initiative “Conflict Prevention and Promotion of Social Cohesion in Madagascar”, which constitutes a unique opportunity to contribute to the strengthening of social cohesion and conflict prevention.
Objectives
- Contribute to the prevention of conflicts and the promotion of social cohesion in Madagascar and the South by eradicating or reducing disinformation, changing discourse, combating the risks of corruption, promoting media content and Community animation inducing lasting qualitative behavioral changes and taking responsibility for social cohesion and peace.
- Specific Objectives:
- Support information professionals to fully play their role as a means of promoting peace and risk prevention.
- Support the right of communities in the South to access information with a view to taking responsibility for peace and social cohesion as an instrument for conflict prevention.
- Inform and support the most exposed or vulnerable communities to develop activities linked to social cohesion.
- Support access to information as a fundamental right enshrined in the Constitution of Madagascar.
- Defend the importance of an anti-corruption culture and the right to credible information as a basis for social cohesion.
Expected Results
- Fifteen (15) local journalists from the 4 regions of the SOUTH and who can serve as peer educators are trained in the production of reliable informative content taking into account human dimensions, gender and the fight against corruption promoting peace.
- A journalistic investigation denouncing the impact of non-access to information on the life of a community (traditions, corruption, social manipulation in the context of the election) is carried out
- A media communication strategy is established and managed by the OSC to produce and broadcast to local radio stations content and broadcasts promoting peace, civic education, inter-ethnic collaboration and social cohesion in 4 regions of the South
- A community and proximity animation strategy is initiated and led by 2 CSOs with local communities to address risk factors through the dissemination of positive messages (fight against hate speech, misinformation and disinformation) with a view to the establishment of a culture of promoting peace and social cohesion.
- Women, young people, people living with disabilities have increased capacities to contribute promoting peace in their community.
- VITRANA CSOs are involved in advocacy for populations in the South
What they are looking for?
- They are looking for innovative proposals on the promotion of social cohesion and peace through actions through the media and outside the media with a national and community aim emphasizing appropriation, the sustainability of the qualitative changes induced, the taking of leadership of communities, expanding influence and impact on populations, especially women and young people.
- The expected interventions are as follows:
- Implementation of actions to strengthen the capacities of media actors with a view to promoting ethics for conflict prevention
- Production of content and their distribution to change the discourse on the SUD.
- Implementation of a media and non-media strategy in a community environment for the promotion of peace and social cohesion in the SOUTH of Madagascar.
Activities
- The activities to be implemented as part of this call for proposals are divided into 4 indivisible lots, for which the OSC is called upon to submit detailed proposals for all of the lots:
- Lot 1: Training of journalists from the South and Support for the dissemination of the training and content produced by journalists.
- Content of the mission:
- Fifteen (15) journalists from the South are selected in partnership with journalist associations to participate in training on storytelling: writing to better impact society and on the rules of ethics.
- These trained journalists will be responsible for responding to their peers, the training received.
- Trained journalists will benefit from editorial monitoring of their productions (written and audios).
- Optimization elements:
- The OSC will propose optimization options which will allow appropriation of the training and the sustainability of the interventions of journalists thus trained.
- Duration:
- The duration of the mission is planned for 3 months
- Targets:
- Journalists
- Content of the mission:
- Lot 2: Production and distribution of a journalistic investigation
- Content of the mission:
- A team of journalists will carry out an investigation (film) which demonstrates the impact of non-information and disinformation on the life of a community and/or a segment of the population (story-telling)
- A national broadcast will take place in Antananarivo in the presence of the authorities and bodies concerned, with the participation of CSOs from VITRANA or not who will bring their voices to the plea for access to information in the South in order to fight against discrimination and strengthen social cohesion.
- Optimization elements:
- The OSC will propose optimization options that will make it possible to reach the largest audience possible and the sustainability of the interventions of journalists thus trained.
- Duration:
- The duration of the mission is planned for 6 months
- Targets:
- Population of the SOUTH — National audience
- Content of the mission:
- Lot 3: Production and broadcast of media content by Radios du SUD on education civic
- Content of the mission:
- For the OSC, this involves working on the design and implementation of a communication strategy through local radio stations with a view to civic education and inter-ethnic collaboration. By covering the following four Regions: Atsimo Andrefana, Ihorombe, Androy and Anosy
- Implementation approach:
- Target 3 local radio stations with wide reach in each region and define a media strategy for the production and broadcast of programs, spots, sidewalk microphones, etc. on themes related to peace, civic education, peaceful cohabitation
- Rebroadcast broadcasts over the contractual period to ensure good appropriation by grassroots populations
- Optimization elements:
- The OSC will propose optimization elements which will make it possible to reach as many audiences as possible, such as the broadcasting of messages by megaphone during market days, the community leaders approach, etc.
- Duration:
- The duration of the mission is planned for 6 months.
- Targets:
- Population of the four targeted Regions with an emphasis on young people, women, people living with disabilities and people susceptible to exploitation.
- Content of the mission:
- Lot 4: Definition and implementation of a community mobilization strategy for peace
- Content of the mission:
- For the OSC, it is a question of working on the design and implementation of local communication actions in terms of civic education in the four Southern Regions: South West- Ihorombe, Androy and Anosy
- Implementation approach:
- Based on a program of itinerant coverage or caravans in the main areas of human concentration at the level of the four Regions, the OSC will identify community animation actions targeting local personalities, communities, women, young people and vulnerable and at-risk people.
- The activities will include educational talks, educational role plays to be implemented in the communities and accompanied by follow-up and strengthening actions to support the communities.
- Optimization elements:
- The OSC will propose optimization options that will make it possible to reach the largest possible audience in the communities to ensure the appropriation of messages among populations through various complementary channels.
- Duration:
- The duration of the mission is planned for 6 months
- Targets:
- Population of the four targeted Regions with an emphasis on young people, women, people living with disabilities and people susceptible to exploitation
- Content of the mission:
- Lot 1: Training of journalists from the South and Support for the dissemination of the training and content produced by journalists.
Eligibility Criteria
- Be a national or international CSO or NGO operating in targeted sectors for more than 5 years
- Proof of institutional registration
- Statutes and internal regulations;
- Official approval or declaration receipt issued by the DPIP (Ministry of the Interior for the association and the Ministry of Population for the NGO, issued by the Province;
- An existence of at least 2 years.
