The UNDP is launching a call for proposals within the framework of the “ Tamkeen ” project for the promotion of citizenship and the strengthening of social cohesion and civil society.
This program will support for civil society initiatives for sustainable local development and the achievement of SDG 16 at the municipal level in the governorates of Medenine, Tataouine and Gabès.
Themes
The initiatives, which will be supported within the framework of this call for projects, revolve around the themes following and aim to contribute to their realization:
- Produce and support data generated by citizens at the local level (municipality) and / or targeting vulnerable or marginalized populations often neglected through official data collection processes. Civil society data sources, generated by citizens and others such as those produced by research institutions, universities, the private sector, and citizens can supplement data sources official, fill data gaps and complete official reports when the data quality is insufficient. This is particularly relevant at the municipal level where this type of data is often missing.
- Develop social accountability tools aimed at locating mechanisms for monitoring SDGs, in particular SDG 16 (peace, justice, and strong institutions), and to create tools enabling the population to monitor progress towards the SDGs at the local level, to obtain more thoughtful data to measure community progress marginalized and foster ownership of the SDGs. There are several accountability tools that CSOs and other actors can initiate at the local level. These approaches serve usually to gather crucial evidence about service delivery at the local level and to mobilize the political power of the communities to put pressure on the authorities local areas with a view to making improvements
- Promote partnership and networking between CSOs at the local level and develop specific analyzes on the state of play of the themes addressed by SDG16 (and other SDGs possibly) at the level of the targeted municipalities and propose actions to led by the various stakeholders (public actors at local and national level, private sector, civil society, etc.
Funding Information
- The financial support proposed by UNDP under this call for proposals is 20,000 Maximum TND per funded association.
- UNDP support can cover up to 100% of the total cost of the action (i.e. the applicant is not required to make a financial contribution to the submitted project).
- The balance (if any), i.e. the difference between the total cost of the project and the amount requested from the UNDP, must be financed through the applicant’s own resources or partners, or by sources other than the UNDP budget. The balance (if any) being thus co-financed must not exceed 30% of the total cost of the action.
- The expected duration of a project must be a maximum of 4 months.
Target Regions
- The initiatives must be implemented in one or more of the following municipalities: Gabès, El Hamma, Médenine, Ben Guerdane, Djerba-Ajim, Djerba-Houmt-Souk, Djerba-Midoun, Zarzis, Zarzis-Nord, Tataouine, Tataouine Sud and Remada.
Eligibility Criteria
- The applicant must meet the following conditions in order to be eligible for a grant:
- Be a civil society organization whose headquarters and activities are based in the governorate in which the project will be carried out;
- Be directly responsible for the preparation and management of the action and not be limited to a role of intermediary;
- Be independent from political parties / movements.
- Compliance with the provisions of Law No. 2018-48 relating to the declaration of assets and interests, the fight against illicit enrichment and conflict of interest;
- Registration in the national register of enterprises in accordance with the provisions of Law n ° 2018-52.
- The eligibility of actions is determined by the following conditions:
- The duration of an action cannot exceed the duration of the project;
- The action themes must necessarily fall within the framework of the themes of the this call for proposals presented.
