UNDP Moldova’s Project “Curbing Corruption by Building Sustainable Integrity in Moldova” is launching the second cycle of the Call for proposals for the “Small Grants Program – Monitoring the National Integrity and Anticorruption Strategy (NIAS) by developing alternative reports of monitoring sectorial and local anticorruption action plans”.
The Goal of the “Small Grants Program – Monitoring the National Integrity and Anticorruption Strategy (NIAS) by developing alternative reports of monitoring sectorial and local anticorruption action plans” is to ensure a participatory implementation and monitoring of National Integrity and Anticorruption Strategy (NIAS), as well as to stimulate and support the civil society engagement in corruption prevention activities to receive support in developing shadow monitoring reports on the NIAS implementation.
The civic monitoring activities shall be carried out during June 2020 – February 2021, and the monitoring period for local anticorruption action plans and sectorial anticorruption action plans will cover the period of January – December 2020.
Funding Information
The total maximum amount requested by an Applicant in the Project Proposal Budget should not exceed USD 10,000 per Project for project proposals that refer to the monitoring of local anticorruption action plans and USD 15,000 for the project proposals that refer to the monitoring of sectorial anticorruption action plans.
Timeframe of the Projects is June 2020 – February 2021.
Geographic Coverage
To ensure as wide as possible territorial coverage of activities under the Small Grants Program, in case of project proposals that will refer to the monitoring of local anticorruption action plans, the Project Proposals submitted by applicants should include activities to be carried out in one or more administrative-territorial units.
Eligible Projects
Only applications that will plan to carry out the monitoring and alternative evaluation activities for one year (2020) of local anticorruption action plan (except of the administrative-territorial units monitored in 2019: Falesti, Donduseni, Singerei, Cahul, Leova, Basarabeasca, Cantemir, Cimișlia, Balti municipality and ATU Gagauzia) or sectorial anticorruption action plan for the customs, agriculture, environmental protection sectors (the other sectors included in Pillar II of the NIAS monitored in 2019 will not be eligible) will be considered.
Applicants will identify specific needs to verify the timeliness and accuracy of planned actions in local or sectorial anticorruption action plans.
Integrity monitoring activities within public entities aimed at enhancing the accountability of public institutions, based on the approved action plans, is a basic requirement of this Call for Proposals.
Eligibility Criteria
Entities eligible to submit Project Proposals should meet all the following criteria:
- Be a registered non-profit Organization (NGO) or Civil Society Organization (CSO). It is advisable for local plans to be monitored by local non-profit organizations, and alternative monitoring may target some local public authorities (district councils).
- Demonstrate experience and relevant expertise in monitoring the policies and/or activities of the central public authorities and/or local public authorities;
- Ensures that implemented activities, projects are consistent with core values of the United Nations/UNDP; in particular, is respectful of differences of culture, gender, religion, ethnicity, nationality, language, age, HIV status, disability, sexual orientation, or other status;
- Be able to organize and carry out monitoring activities within the timeframe;
- Be directly responsible for the development and management of the implemented Project;
- Submit at most 2 (two) Project Proposals per organization (for example, one for the monitoring of local anticorruption action plans and one for the monitoring of sectorial anticorruption action plans) under the current Call for Proposals.
