The UN Joint Programme on Local Governance (JPLG) and UNICEF is inviting applicants for its “Programmatic Review and Country Context Analysis on Gender” in Somalia, with an aim to strengthen gender mainstreaming efforts and respond to key gender inequalities for integration into the JPLG III and UNICEF new country programme and strategic plans to be developed by both programmes and support of Somalia.
Objectives
- Undertake a country context analysis providing an overview on key opportunities and challenges to practising gender equality in Somalia to inform the JPLG III and new UNICEF country programme development processes respectively.
- Undertake key informant interviews with government counterparts in Somaliland, Puntland and Mogadishu.
- Undertake 21 focus group discussions with youth and adolescents across Somalia (urban and rural) to understand their needs and aspirations including their environment to determine opportunities and challenges for a better life.
- In close consultation with the relevant programme staff, conduct a gender audit of both the JPLG and UNICEF programmes.
Location
The Contractor is expected to travel to 3 districts each in Somaliland and Puntland (1 capital district and 2 other JPLG districts) and Mogadishu.
Duration
The assignment shall be conducted for 45-60 days from November 2016 to January 2017.
Eligibility Criteria
Qualification of the Organisation:
- Be a legally registered organization in the country of incorporation with the ability to work across all regions of Somalia and have the requisite registration documents.
- Have a minimum of five years relevant experience in provision of similar services to UN agencies and affiliates in fragile states. Similar work experience in Somalia and understanding of the context in Somalia is an added advantage.
- Have the ability to concurrently conduct multiple assignments and to demonstrate stand-by capacity to enable satisfactory completion of requested fieldwork within requested timeframes.
- Have proven experience in gender related actions, strong technical skills in gender, research and ability to support countries especially on gender assessments or reviews.
- Have well-established networks to facilitate review activities.
- Have technically and managerially sound composition of staff to perform the review activities.
Qualifications of Personnel:
- Team members should have an advanced university degree in social sciences, gender in development, political science, public health, or international development and a minimum of 5-7 years work experience in gender related actions, strong technical skills in gender, research and ability to support countries especially on gender assessments or reviews.
- Have substantive and programmatic experience in gender issues, with an understanding of social change, is essential.
- Some prior experience with a UN agency programme planning.
- Excellent written and verbal communication skills, with strong interpersonal and presentation skills.
- Fluency in both written and spoken English is a requirement.
