UNDP Call for Proposals: N ° 02 to Local Associations of Capdel Pilot Municipalities (Algeria)

The United Nations Development Program (UNDP) in Algeria, launches a “Call for Proposals for N ° 02 to Local Associations of Capdel Pilot Municipalities”.

The overall objective of this call is to support, at the level of the pilot municipalities of CapDeL, local associative initiatives aimed at:

promote active and responsible citizenship,
to strengthen the local association as a development actor, in particular economic,
and consolidate the approach, promoted by the CapDeL Program, of concerted governance for a integrated, inclusive and sustainable development.

Priority Themes

This call for proposals comprises two distinct lots.

LOT I – Strengthening civil society: LOT I consists of a set of themes aimed at strengthening civil society with a view to consolidate and sustain the new concerted governance and development approach local, integrated, inclusive and sustainable, introduced in the pilot municipalities; and this through projects having as a goal:
- strengthening civil society for better participation in the governance process, by broadening the scope of membership, among all categories of citizens, to this new approach and capacity building;
- strengthening of civil society (citizens / associations / neighborhood and village committees / CCC and its committees / women / young people / vulnerable groups / economic actors) for participation more active and more efficient in local development processes.
LOT II – Catalyst projects for local economic development (LED): For this LOT II, it is a question of proposing concrete projects that contribute to economic development.local, with the potential to create jobs and sustainable income for the target populations, or improvement of their employability, or improvement and reinforcement of their production and / or processing of their products and / or their marketing.

Funding Information

The overall cost and duration of the projects proposed under Lot I must correspond to the indications of the table below:
- Minimum overall cost of the project 700,000 DA
- Maximum overall cost of the project 2,000,000 DA
- Project execution time Between 06 and 10 months maximum
The overall cost and duration of the projects proposed under this Lot II must correspond to the indications in the table below:
- Minimal overall cost of the project 3,000,000 DA
- Maximum overall cost of the project 13,000,000 DA
- Project execution time 10 months

Eligibility Criteria

This call is open to:
- Municipal associations of pilot municipalities of CapDeL (Timimoun, El Khroub, Ouled Ben Abdelkader, Messaad, Djanet, Babar, Djemila and Ghazaouet) hereinafter referred to as “the applicant”,
- Wilayal associations which have their headquarters at the level of these municipalities and hereinafter referred to as “the applicant ”.
They must meet the conditions below.
- Be Approved under Law 12-06 (or brought into conformity);
- Be an active association in one of the fields related to the theme dealt with in the proposal;
- Be directly responsible for the preparation, development and management of the project and not act as an intermediary;
- Demonstrate sufficient management capacities to manage a project, especially for Lot II projects;
- Have no legal problem, no illegal activity and not be in cessation of activity
