UNDP is seeking proposals for “Empanelment of agencies to conduct energy audit & RE feasibility assessment of MSME units in Manipur”.
UNDP in partnership with MoEFCC and with support from Global Environment Facility (GEF) is implementing a project on “Market Transformation and Removal of Barriers for Effective Implementation of the State-Level Climate Change Action Plans” with an overall goal to increase awareness, scientific knowledge, technical and institutional capacities in the energy sector for implementation of Energy Efficiency and Renewable Energy mitigation strategies in Manipur.
Project Objective
The objective of the empanelment assignment is to conduct a detailed feasibility study on the potential use of Solar Photo Voltaic Implementation across MSME sectors in Manipur. The empaneled agency/agencies are required to identify MSME units which are eligible for the savings and perform the energy consumption pattern in each of the sectors. Further, a benchmark consumption pattern to be defined and energy savings potentials to be identified and recorded. The survey will have a Walk-through energy audit which will also find out the potential of solar rooftop system on the roof top. There will be a separate rfp document advertised following to this for award of work based on the financial proposal.
Scope of Work
Detailed Scope of work is outlined as follows:
- Service Provider/agencies should coordinate with the MSME association, State Industries department, etc. for identification of MSME units which are running at present. The list of units will be shared by UNDP.
- Conduct a detailed survey/detailed energy audit/ walk through energy audit in the allotted number of MSME units.
- Survey should include following data (but not limited to) collection; Accumulate MSME level information (Name of the institution – name and contact details of the head of the institution– management information– location/address- geo-coordinate (longitude and latitude) – climate zone – operational days – type of material used, final product, etc. Collection of necessary information on the electrical/thermal supply systems and energy usage pattern (Load point SLD – sanctioned contract demand- inventory of electrical and electronic appliances/equipment actual connected load, connected load vs sanctioned load-metering arrangement – consumer details), thermal energy consumption, fissile fuel usage, etc.
- Energy Consumption details through assessment of 1-year electricity bills including energy consumption, monthly energy cost, maximum demand, penalties imposed by the power supply agency for exceeding contract demand, delayed payment charges, non-maintenance of power factor, etc.
- Identify the location in rooftop for possibility of Rooftop solar system for the Unit – Available Space area, Possible capacity of the system etc. to be listed out
- Compile data and brief summary for each MSME Unit based on the energy usage and size of the MSME Unit
Eligibility Criteria
- Desired Qualification and Experience of the Firm;
- Service Provider/firm/institution company registered/Institution incorporated in India.
- Minimum 10 years work/consulting experience in Renewable Energy & Energy Efficiency sector.
- Should have conducted walkthrough energy audits/energy audits/ energy surveys/renewable energy surveys
- Should have worked with MSME sectors in India
- Should have successfully mobilized funding/loans for implementation of RE/EE activities in MSME sector.
- Should have organized financial workshop for MSME sector.
- Desired Qualification of Proposed staff;
- Team leader should be Energy Auditor and should have 8 years of relevant experience in related to power sector/energy audit/ Walk through audit/ renewable energy.
- Graduate Engineer/ postgraduate in Energy / MBA with a minimum of 2 years of experience in renewable energy sector.
- Graduate Engineer with Energy Auditor Certification with 2 years of relevant experience in related to power sector/energy audit/ Walk through audit/ renewable energy.
