To address MTR recommendations specific to Output 3 on engagement of EAOs, and at the sometime seeking to strengthen synergies between the Oxfam led Output 2 activities, UNDP wishes to engage a non-governmental organisation as an Implementing Partner to support the implementation of the project activities output 3 to support KNU, NMSP, Mon State Government as well as its Townships to ensure meaningful engagement in annual township planning processes through capacity building in local governance principles, ensure conflict sensitive management principles are applied across TDLG project and enhanced interaction between EAOs and Township leadership in the implementation of the project activities in mixed controlled townships are ensured.
This Call for Proposals (CFP) is specifically related to the UNDP [TDLG Project] – [township Democratic Local Governance Project].
UNDP’s Township Democratic Local Governance Project (TDLG) addresses the institutional challenges in Myanmar’s local governance structures, emphasizing planning at the township level as one entry point in trying to make local governments more inclusive and responsive to people’s needs. The project is designed along four work streams to strengthen the capacities of township administrations to meet local needs for public services; to facilitate information sharing and meaningful participation by the public in planning processes; to facilitate township administrations engaging with Ethnic Armed Organizations (EAOs) on service delivery coordination (and involve them in township planning processes); to foster participation of civil society in local governance/ township planning; and to utilize lessons learned by the project to advocate for policy change.
Objective
The objective of this Call for Proposals is to contract a non-governmental organisation as an Implementing Partner to support the implementation of the project in the period 1st May to 31st December 2020, is to support UNDP to involve and engage EAOs more constructively through provision of services on how to best integrate and involve EAOs in participatory township planning in Mon State. The assignment includes monthly engagement in Mon state to meet with a wide range of stakeholders involved in the project, document meeting outcomes and lessons to inform programming and learning. The non-governmental organisation is expected to provide accompaniment training, coaching and mentoring to the TDLG Project Township Governance Officers working in the 6 mixed administered townships under KNU and NMSP on conflict sensitive project implementation, capacity building in local governance principles, engagement with EAOs and an assessment of supported Townships with EAO areas showing improved engagement between EAOs and Township Administrators on service delivery.
Activities
Specific activities to be accomplished by non-governmental organisation:
- In-depth conflict sensitivity assessment /context and risk analysis in the targeted EAO townships (under KNU and NMSP jurisdictions).
- Provide capacity development training for KNU and NMSP upon request from UNDP country office, project management, TDLG team at Township level in agreed areas, in order to enhance their ability to meaningfully engage in project activities with Government.
- A mapping of local governance EAOs affiliated CSOs and service providers operating in mixed administered areas with a focus on improving their capacity through trainings to better engage in township planning processes and oversight of project implementation/delivery.
- Provide input and guidance (the how to do) for inclusion of conflict-sensitivity principles into the project grant manual and procedures (especially participatory planning, project screening and appraisal, and M&E of project implementation);
- An accompanied technical advisory, training, coaching and mentoring services to UNDP on: i) enhancing engagement between government administration and EAO administrations; and ii) how such collaboration would/could contribute to local peace and stability and creating more favorable conditions for participatory and inclusive service delivery in the entire territory of the three concerned townships
- Conduct internal reflection meetings in EAOs- (1 for KNU, 1 for NMSP, I KNU/NMSP Joint and 1 Government/EAOs joint reflection meeting to discuss township planning processes and explore areas for enhanced engagement
- Documentation of trainings, meeting outcomes and lessons learning
- Develop a knowledge product on meaningful EAOs/Government engagement in local governance and service delivery programming in mixed administered context- looking at opportunities, challenges and lessons learnt
- Conduct an assessment of the supported Townships with EAO areas showing improved engagement between EAOs and Township Administrators on service delivery
- Sustained training of EAOs in local governance principles to enable them effectively deliver decentralization internally in EAOs and with government actors in mixed administered area
Funding Information
- Proposals amounts should range from a minimum of USD [65,000] for direct interventions in a single community/ activity or geographical area to a maximum of USD. [80,000] for direct interventions in multiple communities/ activities or geographical area within the same country.
- The amount requested in the proposal should be commensurate with the organization’s administrative and financial management capabilities. In principle, project duration will not exceed [8] months.
Implementation and Institutional Arrangements
Reporting line:
The non-governmental organization will report to the Social Cohesion and Conflict Prevention Specialist, with matrix line to the Local Governance Advisor and/or TDLG Project Manager
The non-governmental organization will:
In consultation with UNDP, be responsible for managing and implementing the deliverables specified below according to the agreed contract and will be responsible for:
- Providing two (2) International experts- (1 Local Governance Expert and 1 Conflict Sensitivity Programme Management/Conflict Analysis expert); 1 National conflict/EAO engagement expert and 2 National Programme Experts- (1 Karen and 1 Mon speakers for KNU and NMSP areas respectively) with the capacity to implement the deliverables
- Design the activities above in a way that they are complementary to the other outputs of the TDLG Project.
- Arrange and cost logistics [transport, venue and all administrative arrangements], financial and technical management of the various workshops and training events.
- Developing capacities of project target groups through both targeted training and planning workshops as well as through day-to-day on the job support, mentoring and advice.
- Preparing work plans, curricula [including training materials] awareness raising materials, and monthly update Reports [in advance of the monthly project meetings.
- Developing an M&E framework and tools to collect all necessary data so as to measure achievement of the relevant project output 3 and deliverables agreed with UNDP.
- Document observations and lessons learnt that can provide input to the policy dialogue;
- Maintaining a complete file of all media coverage of activities under the outputs for which the Implementing Partner is responsible
- Work with and involve the UNDP Township Governance Officers when implementing activities under this contract at respective townships of the TGOs
- Ensure visibility of UNDP and donor support across all activities implemented
UNDP will:
- Maintain the overall quality control of the technical support provided by the non-governmental organization by approving the consultative workplan generated by the non-governmental organization at the beginning of the assignment,
- Through the UNDP technical advisors on specific thematic areas, provide input to the capacity building training content and where possible participate in the delivery of these capacity building programmes
- Through Township Governance Officers, coordinate and accompany the non-governmental organization during implementations at township levels under their jurisdiction
Eligibility Criteria
Type of implementing partner that is required is a non-governmental organization with corporate specialization in local governance and conflict sensitivity programme management and analysis, in particular in providing support in Ethnic Armed Organizations/mixed administered townships in designing and rolling out technical capacity support in local governance and conflict sensitivity anchored on an accompaniment model informed by an in-depth review of the EAOs, Township authorities and TDLG projects and how this interacts with the context and local governance programming in mixed administered locations of Mon state. The selected firm will have a proven track record in managing similar tasks in Mon state, Myanmar and show capacity, with enough back up staff to accompany the TDLG’s output 3 in mixed controlled areas of Mon state. More specifically, the implementing partner will be a non-governmental organization which:
- Is already well established in Myanmar with organisational infrastructure, including a team and office set-up which can manage this contract effectively and mobilize a highly capable team of local governance and conflict advisors to implement activities in EAOs locations in Mon state starting 1 May 2020.
- Can provide evidence of technical leadership, extensive relevant project implementation and management experience and existing financial management capacity suitable to a project of this scale.
- Has a profile [evidenced by its track record and personnel] which will provide for credibility with both government and non-government actors in Myanmar and a track record in supporting evidence-based policy making and policy dialogue on topics immediately relevant to local governance, Public Finance Management, conflict sensitivity.
- Can provide evidence of having developed and implemented local governance mechanisms in Myanmar which constructively engaged both government and EAOs, including producing training materials and publications.
- Has significant experience working on or with EAOs and in conflict affected areas, including applying Do No Harm principles/frameworks and conflict analysis tools.
- Has demonstrated experience in approaches and tools which can be used to increase marginalized groups and women’s participation in governance as well as promote inclusion and gender equity in service provision.
- Is a highly experienced provider of capacity development at multiple levels and across multiple target groups, including curriculum design, training delivery, training of trainers, mentoring and coaching.
- Is officially registered in Myanmar with a Memorandum of Understanding or a Letter of Agreement with a relevant Ministry, with a Bank Account in Myanmar in the organisation’s name and be able to provide previous years audited accounts on request.
