This call for proposals invites competent and reputable registered Civil Society Organizations (CSOs) to submit proposals for a six-month grant aimed at promoting meaningful participation of victims and survivors and other relevant stakeholders in the Commission on Truth, Reconciliation, and Healing (CTRH) process and conduct awareness-raising on transitional justice.
Objective
- The objective of the grant is to build on and expand on the network of survivors and other stakeholders to enable them to discuss issues in relation to the conflict violence, trauma healing, and non-violent means to achieve justice and peace, legal and institutional framework of CTRH.
Scope of work
- Scope of work: CBO, NNGOs/CBOs are requested to submit a proposal as a potential grant implementer in the Unity Jonglei State.
- This is a request for proposal only and should not be considered in any way as an offer to enter into an agreement. The proposals will be subject to a transparent evaluation based on pre-determined UNDP criteria.
Funding Information
- A grant not exceeding US$ 25,000.00 will be made to the successful organizations to implement activities in:
- Unity State
- A lump sum of US $25,000.00 will be transferred to the selected counterpart.
- Duration of the project: The project duration is six months.
Expected Outputs
- The organizations are encouraged to develop their own expected results based on their respective assessment of needs, issues, and challenges of survivors and victims in the transitional justice processes. Expected outputs will include the following:
- Build capacity of 23 existing survivors’ networks (8 in Leer, 4 in Bor and 11 in Bentiu), religious leaders, CSOs, chief and members of political parties to spearhead peace dialogues, participating on awareness raising on peace and transitional justice messages within their communities.
- Build capacity of 375 members of survivors’ networks to prevent violent, deal with conflict and related trauma to enable their views to be heard especially on the design of the legal and institutional framework of CTRH and prepare them to participate meaningfully in the transitional justice process.
- Mobilize and support 200 people or survivors identified from survivors’ networks, CSOs, Chief and members of political parties and religious leaders to participate in training programs, radio talk shows and round table discussions on transitional Justice processes.
- Support 100 stakeholders from survivors’ networks, CSOs, religious leaders, Chiefs, political party representatives and other relevant stakeholders to receive key guiding principles and approaches on transitional justice and processes for the establishment of Commission on Truth, Reconciliation and Healing.
- Carry out trainings for 300 members of the victims’ and survivors’ network, CSOs, religious leaders, chiefs, and members of political parties on women and children’s rights, gender equality, leadership, advocacy skills, public speaking.
Expected Results
- The organizations are encouraged to develop their own expected results based on their respective assessment of needs, issues, and challenges of survivors and victims in the transitional justice processes.
- Expected results will include the following:
- 23 existing survivors’ networks initiatives are strengthened and more directly engaged with religious leaders, CSOs, chief and members of political parties to spearhead peace dialogues, participating on awareness raising on peace and transitional justice messages within their communities.
- A survey to determine the number / percentage on of these group who feel sufficiently equipped to identify and respond to underlying factors that enabled human rights violations. Formation of strong linkage among Survivors networks in the fight for truth, justice, and healing.
- 300 people from members of survivor’s network, CSOs, religious leaders, chiefs, members of political parties and other relevant stakeholders are trained on women and children’s rights, gender equality, leadership, advocacy skills and public speaking.
- Some other important considerations to be noted by applicants are:
- The proposals should be realistic, well-structured and address the problems stated in the background of the proposal.
- Proposals should have a comprehensive strategy on how they will ensure and address gender equality and women’s empowerment as well as youth inclusion and youth empowerment.
- The proposals should be consistent with the organizational mandate (objectives) of the local NGOs/CBOs and professional skills and work experience of its staff.
- Roles and responsibilities of all staff and partner organizations should be clearly spelled out (e.g. planning, implementation, monitoring and evaluation);
- The proposals should include realistic monitoring and evaluation plans capturing especially the impact on the targeted groups, risks and means of mitigating.
- The budget should be well structured and realistic.
Criteria
- General Organizational Capacity
- Organization legally established and a member of an NGO forum with gender parity policy. – attach copy of registration
- Organization registered / accredited in South Sudan attach copy of registration
- Appropriateness of Organizations Mandate and/or Mission.
- Organization’s oversight / governance structures.
- Appropriateness of Organizational structure in South Sudan, including:
- Competency of the organization’s staff and previous experience in related fields
- Current staff base to support the programme (programming, monitoring, reporting, finance, procurement, logistics, etc.) Signed CVs to be attached
- Experience of working with national NGOs in South Sudan and in other countries.
- Technical Capacity
- Demonstrated technical capacity of the organization relating to conflict related sexual violence, SGBV, gender equality, women’s empowerment, youth inclusion, community engagement and trust-building.
- Availability of in-house technical skills.
- Demonstrated ability to achieve results.
- Experience of Organization in South Sudan
- Demonstrate technical capacity to successfully manage small grants; plan, organize, establish and operationalize transitional justice and peacebuilding initiatives at the county level
- Demonstrate experience working with SGBV survivor’s and grass-root communities, advancing gender equality and youth inclusion issues in post-conflict settings
- Approach to Partnerships and Capacity Building
- Demonstrated experience working with civil society in South Sudan.
- Management and Administrative Capacity
- Demonstrated capacity to effectively manage grant funds as well as the institutional capacity (equipment, facilities, competence and experience of personnel, and past record of managing such projects) necessary for project implementation.
- Reasonable overhead charges, including support costs;
- Adequacy of accounting and finance management system, including financial control frameworks.
Experience required
- Interested parties must submit a proposal along with the following documents:
- Proof of registration as a non-governmental/non-commercial organization including copies of registration certificate and constitution or another governing document.
- Organizational profile with the following details:
- A clearly defined management structure.
- Experience and expertise in community mobilization and engagement within the specific geographic location, community, understanding of SGBV and CRSV, training and capacity building, peace building.
- Knowledge of the local context, culture and dynamics, international human rights norms and experience of working on human rights and protection issues, with special focus on CRSV and SGBV; excellent experience in advancing gender equality, women empower, youth inclusion and youth empowerment issues.
- Work experience in South Sudan or in post conflict situations of at least two years prior to the application.
- Details of the local partners if application is made jointly by two or more local NGOs/CBOs.
- A member of NGO forum South Sudan.
- Curriculum vitae of two key staff members involved in the implementation of the Project.
