The United Nations Educational Scientific and Cultural Organization (UNESCO) Bangkok together with the Ministry of Information, Culture and Tourism in Lao PDR is launching a project Re-shaping policies for creativity and artistic freedom, within the framework of the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions, in order to support the participatory elaboration of the Lao next quadrennial periodic report due in 2024.
Every four years, in compliance with Article 9 of the 2005 Convention on the Protection and Promotion of Diversity of Cultural Expressions, Parties are to provide to UNESO information in their quadrennial periodic reports on measures taken to protect and promote the diversity of cultural expressions within their territory and at the international level. The overall project’s timeframe is 2022-2025.
The United Nations Educational Scientific and Cultural Organization (UNESCO), The 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions works on four goals
- National policies to promote cultural and creative professionals to create, produce, distribute, and access to cultural and creative goods, products and services,
- Preferential treatment measures facilitate a balanced flow of cultural goods and services and promote the mobility of artists and cultural professionals around the world,
- Sustainable development policies, and
- International and national legislation related to human rights and fundamental freedoms to promote both artistic freedom and the social and economic rights of artists.
Assignment
- The contractor is requested to carry out the following tasks:
- Assist in advocating the 2005 Convention and help in promoting the dialogue between the creative professionals, civil society organizations and related government agencies;
- Organize a Series of Talks/Seminars: one Talk as part of the Fang Mae Khong International Dance Festival and one Talk as part of Luang Prabang Film Festival during 7-11 December 2022 to gather related government agencies, public agencies, civil society organizations, cultural and creative professionals especially from performing arts sector and film sector to discuss challenges the sectors are facing and suggesting prioritized and constructive changes in the related policies;
- Co-develop the agenda for the Series of Talks/Seminars to identify the prioritized topics that are challenging for the creative sectors in Lao PDR;
- Provide venue and contact catering services for the two Talks events;
- Suggest and provide local artist speakers and invite participants to the Talks/Seminars;
- Design and e-print promotional materials and distribute them widely among general public and creative communities;
- Design and curate artistic performances as part of the Series of Talks to raise awareness on the issues and challenges that the creative sector in Lao PDR are facing;
- Summarize the challenges and policies recommendations for the creative sectors with the focus on the performing arts and film sectors in a form of report.
Duration
- Deliverables and timeframe
- By 10 November 2022, the contractor will submit final agenda, suggested venues, list of speakers, draft communication materials
- By 15 December 2022, the contractor will submit summary of the Seminars/Talks, photos, and media release
Duty station and travel: Luang Prabang, Lao PDR (only intra-provincial travels are required).
Eligibility Criteria
- Over 5 years of experiences working in creative sector in Lao PDR
- Experiences managing international projects not less than 5 projects with UN agencies and development partners
- Creative organizations legally registered and/or with license
- Be familiar with the UNESCO 2005 Convention on Protection and Promotion of Diversity of Cultural Expressions
- Creative companies with Lao context
- Creative companies must have experiences working with the Lao governments in the past
- Creative companies/organizations with decent records of working with UN agencies or development partners with proven records of financial management
