UNESCO Islamabad seeks the services of organizations to strengthen the institutional capacity of the Federal Right to Information Commission.
Under its mandate, UNESCO now aims to support the Federal Right to Information Commission to strengthen its institutional capacity. This Call for Proposal is seeking services of an organization/firm/entity that is willing to work in close coordination with Federal RTI Commission and UNESCO. The organization/firm/entity will work to deliver specific outputs identified by Federal RTI Commission. This will also require provision of support to Federal RTI commission to carry out its day to day administrative tasks for a short term period.
Objectives
Strengthen capacity of the Federal Right to Information Commission:
- by developing management information system (required for online and intranet)
- by supporting digitization of its processes
Activities
In close consultation and cooperation with the concerned staff of the UNESCO Islamabad Office, and Federal RTI Commission, the contractor will undertake the following activities:
- Develop/create an online tracking programme that will be later integrated with the Federal RTI Commission’s official website. Through this online programme citizens/applicants will be able to track the progress on the information requests submitted to the commission.
- Develop an intranet based system for Federal RTI Commission to digitize commission’s functioning and operations.
- Set-up/develop a software that will establish a database to support online programme and intranet system for the federal RTI commission.
- Plan and organize a launch event for online tracking programme for Federal RTI Commission.
- Support digitization of the commission’s operations.
- Develop Information, Educational Communication (IEC) material for Federal RTI Commission.
- Appoint a person to support Federal RTI Commission in pilot phase application of online and intranet systems and build capacity of the commission. The person will also be responsible for digitizing information provided by the commission. (short-term assignment, (05) months only)
While working closely with UNESCO and Federal RTI Commissioners, the contractor/organization will also be responsible for:
- Identifying gaps and challenges of Federal RTI commission’s operations especially online,
- Provide highly technical inputs on development of management information systems for Federal RTI Commission( online and intranet),
- Develop innovative and comprehensive digital content for Federal RTI Commission,
- Plan, organize and execute a launch event of promotion of integrated digital systems installed at Federal RTI Commission,
- Pilot test online and intranet systems at Federal RTI Commission, and provide overall support to Federal RTI Commissioners,
- Develop Monitoring & Evaluation tools to monitor and assess the outputs,
- Develop comprehensive report of the services provided to the Federal RTI Commission.
Deliverables
- Inception report and workplan.
- One (01) online tracking programme that will be integrated with the Federal RTI commission’s website. This system will optimize and digitize the request submission process to the commission.
- One (01) intranet based management information system (to be created for internal use of Federal RTI commission) to better organize the flow of information and its internal operations, M&E purposes and progress assessment.
- Plan and organize an event to launch integrated management systems (Online request tracking & MIS) for Federal RTI Commission.
- Develop digital content for commission. (The number of videos and infographics may vary depending upon duration and themes/topics etc.).
- Digitization of orders and/or complaints registered with the Federal RTI commission till August 2020.
- Final Report.
Eligibility Criteria
UNESCO Islamabad is looking for organizations with the following qualifications:
- Demonstrated experience and past collaboration with government departments, especially Information commissions.
- Demonstrated understanding of Right to Information legal and implementation framework of the country.
- Demonstrated experience of developing communication strategies especially website content content/ infographics and information materials.
- Demonstrated understanding and experience of developing integrated online tools/systems for monitoring and tracking of information such as complaints, requests etc.
- The bidder must provide a sound and realistic plan to achieve the tasks/ activities described above.
- Of particular importance for the bidder is to demonstrate an approach to address the challenges faced by the nascent Federal RTI Commission.
