The United Nations Population Fund (UNFPA) is inviting civil society organizations (CSOs), networks and platforms focusing on the issues of human rights, gender equality, transitional justice and conflict-related sexual violence to submit proposals that contribute to alleviation of stigmatization of survivors of conflict-related sexual violence.
Programmatic interventions should be based on Stigma Alleviation Program, and must focus on both the survivors of conflict-related sexual violence, as well as children born of war.
Focus Areas
Potential applicants must have expertise and proven experience in working in at least one of the following areas:
- Gender equality and prevention of gender-based violence
- Transitional justice and reconciliation
- Democratization and human rights protection
Goals
- Stigma Alleviation Program Goal and Measure – Individual Level
- Objective: Overcoming survivors’ internal stigmatization (auto-stigma)
- Programme goal: Survivors are educated on general human rights, their rights as CRSV survivors, advocacy and self-advocacy tools. Survivors are able to recognize and report on violations against them, derogatory behavior, negative statements and discriminatory practices relating to stigma.
- Stigma Alleviation Program Goal and Measure – Community Level
- Objective: Overcoming stigmatization of survivors within their own families and their daily lives in the community
- Programme goal: Communities and survivors’ families are educated and sensitized about sexual violence, CRSV and its long-lasting effects.
Guiding Principles in Designing the Project Proposal
Each proposal must ensure the following:
- Partnership with local authorities on the stigma alleviation work must be established.
- At least one public event must be organized in the local community.
- At least one joint synchronized action that will be conducted in each local community on the same day must be ensured (suggestion is a joint action marking “16 Days of Activism”).
- Media reporting must be ensured for all activities including a strong presence on social media channels (UNFPA will provide a separate training on social media for grantees).
- Activities in the FBiH must include trainings of municipal administration staff on stigma alleviation (sensitizing service providers for a non-stigmatizing approach survivors of CRSV)
- Proper M&E mechanism must be in place to track progress of project delivery.
Budget Information
- CSOs can submit more than one proposal. Budgets of the proposals (submitted in local currency) for Phase I (until March 2019) should be between 27,000 USD and 29,000 USD. UNFPA will award two grants (one per each entity).
- When submitting the budget, only submit a detailed budget for the Phase I, and as for Phase II, only submit lump sums without going into specific details. Phase II approval will be contingent upon satisfactory performance in the Phase I and availability of funds.
Eligibility Criteria
- The Call for Implementing Partners is open to registered CSOs working in BiH. Applications are encouraged particularly from human rights organizations and joint applications by two or more organizations.
- Priority will be given to:
- CRSV survivors CSOs, networks and platforms that have specialized knowledge, expertise and track record of working on the issues of CRSV and the local levels;
- CSOs/CSO networks and platforms with track record in working in promotion of human rights, defending the rights of marginalized groups and fighting discrimination and stigmatization of minority groups
- Important notes:
- Each application can only be submitted by a single organization.
- Proposals from more than one organization or entity must clearly indicate which organization will take lead responsibility for project management and contractual obligations.
- Transfer of funds by the Applicant Organization to UN Agencies, private sector entities, International NGOs and International Organizations will not be allowed.
- UNFPA will sign contracts with and disburse funds to the applicant organization only.
- Eligible organizations currently partnering with UNFPA may apply under this call for proposals.
Non-eligible applicant organizations
The following are NOT eligible to apply to this call for proposal:
- Government agencies or institutions
- UN agencies
- Bilateral or multilateral organizations, financial institutions, development agencies
- Private sector entities
- Private individuals
- CSOs not focused on human rights and gender equality
- CSOs with lack of gender balance in their staff, board membership and leadership positions.
