The Office of United Nation High Commissioner for Refugees (UNHCR) is seeking projects relating to Syrian refugees with an aim to solicit interest from existing or prospective partners that wish to participate in the implementation of UNHCR funded project for 2017 and can contribute complementary resources (human resources, knowledge, funds, in‐kind contributions, supplies and/or equipment) to achieving objectives as agreed in a Project Partnership Agreement.
Project Categories
- Mental Health, Psychosocial Support (MHPSS) Provision Mental Health and Psychosocial Support (MHPSS) to refugees in and out of camp locations.
- Support people with disability: through provision of physical, material and psychosocial support.
Activities
The following activities will be conducted:
- Recruitment and retention of competent and qualified MHPSS staff with experience and expertise working with people with disability.
- Whenever necessary, procure Mental Health medicines, in line with UNHCR essential medicines list, while taking into consideration the national Essential Drugs List (EDL).
- Ensure MHPSS/ working with people with disabilities guidelines and protocols are in place and staff members are trained to adhere to these protocols.
- Provide psychosocial and material support to people with disabilities.
- Provide psychosocial support to vulnerable women, children and men through individual and family counseling.
- Ensure that patient/client referral system is available and protocols exist and are adhered to.
- Develop and implement capacity building plans of staff on MPHSS and working with people with disabilities.
- Develop and implement and M/E (Monitoring and Evaluation) implementation framework.
- Ensure coordination amongst various actors specifically governmental actors to minimize duplication of services and to ensure sustainability.
Eligibility Criteria
- Specific skills, sector specialists, knowledge and human resources required.
- Ability to deliver project objectives, accountability mechanisms and sound financial management, taking into account the audit results of the previous UNHCR-funded projects, past performance and the external audit of partner’s financial statements, where applicable.
- Ongoing programme in the area of operation, local knowledge, engaging refugees and other persons of concern, trust form local communities, local presence, partner policy on community relations, complaint mechanisms for persons of concern, self-organized groups of persons of concern, and other factors that would facilitate access to and better understanding of the persons of concern and that would reduce administrative difficulties.
- Level of direct costs and administrative costs imposed on the Projects in relation to project deliverables.
- Global and/or local partnerships including knowledge of UNHCR policies, practices and programmes, including and understanding of and ability to work within UNHCR’s funding limitations and associated inherent risks.
