The U.S. Department of State, U.S. Embassy Malabo announces an open competition for organizations interested in submitting applications for projects that support greater and more effective protection of human rights and access to justice for the entire Equatoguinean population.
Goals and Objectives
- Projects should support greater and more effective protection of human rights and access to justice for the entire Equatoguinean population.
- Projects should be designed to achieve the following:
- Objective 1: Equatoguinean justice sector professionals improve their ability to implement best practices in identifying, investigating, and prosecuting human rights cases.
- Objective 2: Relevant stakeholders, including government officials and civil society, have a better understanding of the legal landscape, existing legal tools, and relevant gaps and can better promote best practices in relation to human rights protection.
- Objective 3: Actors from vulnerable and marginalized communities can better engage with existing mechanisms, frameworks, and networks to prevent backsliding on human rights.

Expected Results
- Specific results could include the following:
- Capacity development of justice sector professionals
- Capacity development for sub-awardee(s)
- An increased number of actors engaged in protecting human rights trained and supported
- Through an assessment on the regulatory environment, identified strengths and weaknesses of regulatory environment in the field of human rights and an assessment of compliance with international legal acts and standards
- Increased engagement for relevant stakeholders with existing national human rights mechanisms and collaboration with international institutions
- Creation of a network for information sharing and sustainable action for relevant stakeholders
- Throughout activities, increase awareness on human rights protections and engage actors from vulnerable and marginalized communities and civil society
Activities
- To achieve the goals and expected results, the program should include the following:
- Provide trainings and capacity building for relevant stakeholders in the Ministry of Justice
- Develop or assist sub-awardee in the development of an assessment on the regulatory environment related to human rights
- Provide sub-award to NGO(s) to deeply engage in human rights law
- Monitor and evaluate sub-grantee activities and results
- To achieve the goals and expected results, the program could include the following:
- Develop awareness materials for justice sector professionals on human rights
- Engage with decision-making entities and processes charged with combatting threats to human rights for vulnerable and marginalized communities at local, national, and international levels.
Performance Indicators
- All projects should aim to have impact that leads to greater and more effective protection of human rights and access to justice for the entire Equatoguinean population.
Eligibility Criteria
- U.S. Embassy Malabo welcomes applications from:
- Not-for-profit organizations subject to section 501(c) (3) of the U.S. tax code, including think tanks and civil society/non-governmental organizations
- Foreign-based non-profit organizations/nongovernment organizations (NGO)
- Public and private educational institutions
- For-profit organizations (only if allowed by appropriation – not for PD funds)
- Public International Organizations and Governmental institutions
