The United States Agency for International Development in Burma (USAID/Burma) is seeking applications from qualified organizations to implement the USAID’s Essential Health Services Program (EHSP) with an aim to improve health outcomes by increasing the equitable utilization and quality delivery of a sustainable, cost-effective EPHS among public and private health care providers at the township level and below. This will be achieved by through three IRs:
- IR 1: Health system governance strengthened to improve the enabling environment for EPHS services.
- IR 2: Delivery of quality services in the EPHS improved by service providers at the township level and below.
- IR 3: Effective demand for quality EPHS services increased.

Eligibility Criteria
- Any type of U.S. and non-US organizations may participate under this NOFO. USAID welcomes applications from organizations that have not previously received financial assistance from USAID.
- The Recipient must be a responsible entity.
- The AO will perform a pre-award risk assessment. Depending on its result, the AO will determine to execute the award, not execute the award, or award with “specific conditions” (2 CFR 200.207 and 303.3.9.2).
- The AO may determine that a pre-award survey is required to conduct an examination that will inform the risk assessment in determining whether the prospective recipient has the necessary organization, experience, accounting and operational controls, and technical skills – or ability to obtain them- in order to achieve the objectives of the program and comply with the terms and conditions of the award.
