The United States Agency for International Development, Dominican Republic Mission (USAID/Dominican Republic), is seeking concept notes from eligible entities to implement the Local Works Program.
USAID is seeking concepts that advance locally led development through multi-stakeholder local engagement, cooperation, and strengthening of community assets and networks in the DR – Haiti northern border region to strengthen local capacity to respond to locally articulated development challenges, which may include (but are not limited to) livelihoods, natural resource management, climate change, energy, human health, African Swine Fever, and agriculture.
Objectives
- Objective 1: Engage with local communities in the northern border region in an ongoing and frequent manner to understand their evolving needs.
- Objective 2: Support locally led development initiatives that respond to locally articulated community needs.
- Objective 3: Establish pathways for sustainability through linkages to local, sub-national, national, and transboundary priorities.
- Objective 4: Strengthen local organizational and institutional capacity.

Eligibility Criteria
- Must be a local organization registered and/or doing business in the DR. When determining if an entity is a “local organization” for the purposes of this APS, USAID will consider: a. Whether the entity is legally organized under the laws of the DR;
- Whether the entity has its principal place of business or operations in the DR;
- Whether the entity is majority owned and controlled by individuals who are citizens or lawful permanent residents of the DR;
- Whether the entity is managed by a governing body, the majority of whom are citizens or lawful permanent residents of DR; and e. Whether the entity has projects, offices, and/or registration in other countries, and whether key management decisions are taken by the office located in the DR or elsewhere.
- Cannot have received more than $5 million in direct funding from USAID in the past five years.
- Cannot be a U.S.-based organization. U.S.-based organizations are not eligible as prime awardees under this APS.
- USAID especially encourages applications from local organizations that have not worked with USAID before.
- While not an exhaustive list and provided for illustrative purposes only, the following types of non-U.S. organizations are encouraged to participate:
- Civic Groups
- Colleges and universities
- Cooperatives
- Faith-based organizations (FBOs)
- Foundations
- Non-Governmental Organizations (NGOs)
- Private businesses
- Trade associations
