The United States Agency for International Development Mission in Guatemala is seeking applications for its grant program entitled “Central American Project for Sustaining and Championing the Human Rights Response to Human Immunodeficiency Virus (HIV)”.
The purpose of this Activity is to move Central American countries towards a technically and financially sustainable strategy, to contain the HIV epidemic and fulfill the 90’s goals. This Activity will be the cornerstone of USAID’s work at the regional level and at the national or above‐site level in the five countries where the Regional HIV/AIDS Program has presence and develops specific country activities: El Salvador, Guatemala, Honduras, Nicaragua and Panama as well as regionally (including Belize and Costa Rica) when interventions involve COMISCA and the RCM.
Objectives
This Activity has the following two objectives:
- Support government and non‐governmental partners in the Central American region to achieve sustainable HIV epidemic control.
- Improve the human rights environment to reduce stigma and discrimination in the HIV response.

Eligibility Criteria
- U.S. and non-US organizations may participate under this NOFO.
- Applicants must have established financial management, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with established U.S. Government standards, laws, and regulations. The successful applicant will be subject to a responsibility determination assessment by the Agreement Officer (AO).
- The Recipient must be a responsible entity. The AO may determine a pre-award survey is required to conduct an examination that will determine whether the prospective recipient has the necessary organization, experience, accounting and operational controls, and technical skills—or ability to obtain them—in order to achieve the objectives of the project and comply with the terms and conditions of the award.
