The United States Agency for International Development (USAID/Nigeria) is inviting applications for a Cooperative Agreement from qualified entities to implement the “Community Initiatives to Promote Peace” (CIPP) program.
The goal of the activity is to promote peaceful coexistence and stability in Nigeria. The purpose is to mitigate violent conflict in targeted communities in selected states. This will be achieved through two sub-purposes. The primary sub-purpose is to strengthen conflict prevention, mediation and early warning. This will be accomplished by empowering communities to mitigate and manage conflict as well as to resist violent extremism – and to do so in a way that can be replicated and scaled up to ensure the sustainability of the impact beyond the life of CIPP. The secondary sub-purpose is to improve linkages between conflict mitigation and other Mission sectoral programs.
This activity will address issues regarding violent conflict and reventing violent extremism (PVE) in selected communities in target states, and will also work with relevant government agencies and CSO platforms at the national level.

- Component 3: Increased linkages between communities, governments, civil society organizations (CSOs), local businesses/philanthropists and other key actors for collaborative problem-solving to address and respond to root causes of violent conflict in communities.
- Component 4: Deepened engagement of women in peacebuilding and preventing violent extremism.
- Component 5: Improved understanding and prevention of violent extremism (VE), and ability to address extremist recruitment tactics in targeted communities.
- Secondary Sub-Purpose: Improved Linkages Between Conflict Mitigation and Other Mission Sectoral Programs

Eligibility Criteria
- Qualified U.S. and non-U.S. organizations (other than those from foreign policy restricted countries) are eligible to apply under this NOFO.
- Potential for-profit Applicants should note that, in accordance with 2 CFR 200.400(g), profit, which is any amount in excess of allowable direct and indirect costs, is not an allowable cost for Recipients of USAID assistance awards, and cannot be part of the activity budget. However, the prohibition against profit does not apply to procurement contracts made under the assistance instrument when the Recipient procures goods and services in accordance with the Procurement Standards found in 2 CFR 200.317 to 326.

- USAID welcomes applications from organizations which have not previously received financial assistance from USAID.
- Applicants must have established financial management, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with established U.S. Government standards, laws, and regulations. The successful Applicant(s) will be subject to a responsibility determination assessment (possibly including a pre-award survey) by the Agreement Officer (AO).
