The United States Agency for International Development (USAID) is seeking applications from qualified organizations for a Cooperative Agreement to fund a program titled “Scaling up Access For Expanded Voluntary Medical Male Circumcision Services (SAFE) Activity” with an aim to support the recipient’s program to expand access to high quality lifelong biomedical intervention that will avert new HIV infections among young boys and men.
SAFE will provide technical support for site-level and above-site interventions including technical leadership, service delivery, in-service training, quality management, policy and guidelines revision, domestic resource mobilization, communications and social mobilization, monitoring and evaluation for accelerated scale up of VMMC delivered in combination with other HIV prevention interventions. USAID envisions that communities will be engaged and empowered through routine advocacy, demand creation and social mobilization for male circumcision.

Eligibility Criteria
- Eligibility under this request for applications is restricted local entities.
- For purposes of consistency and reporting, the definition of “local entity” means an individual, a corporation, a nonprofit organization, or another body of persons that:
- Is legally organized under the laws of;
- Has as its principal place of business or operations in;
- Is majority owned by individuals who are citizens or lawful permanent residents of; and
- Is managed by a governing body the majority of who are citizens or lawful permanent residents of the country receiving assistance (Namibia).
