The United States Government, represented by the U.S. Agency for International Development (USAID) Southern Africa, is seeking applications from all organizations regarding a planned HIV prevention program focused on adolescent girls and young women entitled “DREAMS Initiative Namibia”.
The DREAMS Initiative in Namibia builds on the strong foundation of a National HIV Response to achieve HIV epidemic control among adult female populations.
The goal of the DREAMS Initiative is to empower adolescent girls and young women to remain HIV free and to fully achieve their potential. The intended populations are primarily adolescent girls, in and out of school, orphans, and vulnerable children, aged 10-19, and young women aged 20 – 24. The secondary focus population is their male sexual partners, aged 20-49.

Expected Results
- To decrease new HIV infections among adolescent girls and young women using evidence-based interventions
- To decrease teenage pregnancy and gender-based violence rates among adolescent girls and young women using evidence-based interventions
- To link all newly diagnosed girls and their partners to HIV treatment and retention services
- To improve progression and graduation rates from secondary school, particularly young women
- To increase economic opportunities for young people, particularly young women
- To generate country-specific information to improve performance, impact and sustainability of interventions
Eligibility Criteria
- The eligibility requirement is anticipated to be restricted to local organizations and the eligibility requirements below apply to the principal Applicant. U.S. and non-US organizations may participate under this NFO however not as the primary Applicant.
- Only local organizations as defined below are eligible for award. USAID defines a local organization as one that:
- Is organized under the laws of the recipient country;
- Has its principal place of business in Namibia;
- Is majority-owned by individuals who are citizens or lawful permanent residents of the recipient country or is managed by the governing body, the majority of whose members are citizens or lawful permanent residents of Namibia; and
- Is not controlled by a foreign an entity or by an individual or individuals who are not citizens or permanent residents of Namibia.
- USAID welcomes applications from organizations which have not previously received financial assistance from USAID.
