The U.S. Agency for International Development’s U.S. Global Development Lab (USAID/LAB) seeks to support an organization to establish a Development Impact Science Corps (DISC), building the professional capabilities of scientists and technical experts to promote evidence-based policies and practices; and advance innovative solutions to development challenges.
Consistent with the objectives of USAID/LAB, DISC will help advance USAID’s development goals and increase its impact by mainstreaming the use of science and innovation to address cross-cutting international development issues.
Objectives
- Generate and support a corps of scientists, engineers, and technical experts trained in international development programming and policy: In an effort to support strengthening the enabling environment for research utilization and the application of science and innovation globally, DISC will support individuals holding advanced/terminal degrees (e.g. PhD, MD, DM, PharmD, DVM, MEng) with training and professional development during on-site fellowships at USAID, such that these scientists, engineers, and technical experts are positioned and equipped to have a positive impact in international development programming during and after the fellowship.
- Sub-objectives: Provide employment and related activities for DISC participants.
- Sub-objectives: Provide training and professional development programming customized for DISC participants and the goals of the program.
- Improve development outcomes by integrating relevant scientific and technical expertise across USAID programming: Scientists, engineers, and technical experts trained to apply current scientific and technical expertise in diverse contexts is critical to meeting USAID’s development programming priorities and supporting countries on their journeys’ to self-reliance. USAID/LAB aims to support an organization to integrate scientific and technical expertise at USAID in the form of on-site and immersive professional experiences for individuals.

Eligibility Criteria
Addenda under this APS may request Concept Notes/Full Applications (in cases where only a Full Application is requested) from all types of organizations. Such organizations must demonstrate engagement with HEIs and/or related partners as well as other institutional partners, be they public, private, for-profit, nonprofit organizations, public international organizations, non-governmental organizations, U.S. and non-U.S. governmental organizations, or multilateral and international donor organizations. All organizations must be determined to be responsive to the APS as well as the specific addenda to which the Concept Note is being submitted and must come from organizations that can be determined to be sufficiently responsible to lead the final award.
