The United States Agency for International Development (USAID) is seeking applications for a Cooperative Agreement from qualified Guatemalan local organizations to fund a program entitled “Fomenting Agriculture Incomes and Resilience Project”.
The objective of FAIR is to increase agricultural incomes and improve resilience for small farmers and their families in five departments of the Western Highlands, while improving nutrition outcomes.
Funding Information
- Subject to funding availability, USAID intends to provide $60 million in total USAID funding over a five (5) year period.
- The ceiling for this program is $60 million.
- Actual funding amounts are subject to availability of funds.
- The period of performance anticipated herein is five (5) years. The estimated start date will be upon the signature of the award.

- Agricultural productivity improved and income generation alternatives diversified;
- Best agricultural and post-harvest management practices implemented
- Technologies to improve agricultural productivity and income-generation adopted
- Income-generating value chains diversified
- Access to markets expanded;
- Private sector investment in value chain activities leveraged
- Competitiveness of small farmers and producer organizations increased to access markets
- Production of value-added products for diversified markets increased
- Management and marketing capacity of agribusiness organizations strengthened
- Resilience increased through implementation of climate-smart and nutrition sensitive agriculture;
- Climate-smart agriculture practices adopted to make small farmers and agribusinesses more resilient
- Watershed management improved and methods for more efficient use of water for agriculture adopted
- Household nutrition improved through increased availability of animal protein and high-nutrient food crops
- Agriculture and food security enabling environment strengthened
- Institutional framework for sanitary and phytosanitary (SPS) adopted and functioning
- Implementation of key GOG policies in rural development, agriculture, and food security strengthened
- Municipal and local governments’ engagement strengthened to support agriculture development and food security
Eligibility Criteria
- Only local organizations may participate as the primary recipient of this RFA.
- Both U.S. and non-U.S. organizations may be sub-recipients of the award under a local primary recipient.
- Applicants must have established financial management, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with established U.S. Government standards, laws, and regulations. The successful Applicant will be subject to a PreAward Risk Assessment by the Agreement Officer (AO).
- The Recipient must be a responsible entity.
