The United States Agency for International Development (USAID) is seeking applications from qualified organizations to provide technical assistance to USAID/Jordan Water Innovations Technologies (WIT).
The USAID/Jordan goal for the 2013-2017 Country Development Cooperation Strategy (CDCS) is to improve prosperity, accountability, and equality for a stable, democratic Jordan.
The objective of the Water Innovations Technologies (WIT) activity is to conserve water through the adoption of proven water-saving technologies and techniques. WIT targets water conservation at the end user level, promoting practices to preserve, protect, and utilize water resources better. Long term interventions will reduce unsustainable groundwater extraction that depletes aquifers, balancing the high demands on Jordan’s limited water resources. Simple interventions for safe water collection and storage will also benefit households and communities.
WIT aims to leverage the use of technologies through improved public awareness, behavioral change, capacity-building and institutional strengthening measures, and incentives such as financing.
Objectives
- Integrated Water Resources Management: increase water productivity, and efficiency in the use and conservation of water resources for optimal social and economic benefits, including improved agricultural practices.
- Water for Irrigation: increase water productivity, reduce groundwater exploitation as part of a new groundwater policy, and improve efficiency of on-farm irrigation systems in the Jordan Valley. (pg. 43)
- Innovative and Efficient Technologies, Infrastructure and Partnerships: promote community interface and engagement on new and alternative technologies, including renewable energy for water supply and rainwater harvesting.
Funding Information
- Subject to funding availability, USAID intends to provide US$35 million, in total USAID funding over a five (5) year period.
- The ceiling for this Water Innovations Technologies Activity is US$35 million.
- Actual funding amounts are subject to availability of funds.
- The entire period of performance is anticipated to be five (5) years from the effective date of the award.
Core Principles
- Jordanians must recognize that there are limits to the country’s renewable, affordable traditional available water supply.
- Citizens and the private and public sectors must share responsibility for water management and protection, and work together to improve conditions within their local watersheds.
- Jordanians must use and reuse water more effectively, efficiently, and responsibly.
Expected Results
- Water conservation, with a focus on conserving groundwater where possible;
- Improved access to finance for technology adoption;
- Local institutions strengthened to support technology adoption;
- Expanded opportunities for women, youth, and Syrians in host communities;
- Increased role of the private sector in both providing technologies and advisory services that promote water conservation technologies and practices, and;
- Behavioral change in the use of water resources by the target audiences reached by the activity
Eligibility Criteria
- All qualified U.S. and non-U.S. organizations (other than those from foreign policy restricted countries) are eligible to apply.
- USAID welcomes applications from organizations which have not previously received financial assistance from USAID.
- Applicants must have established financial management, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with established U.S. Government standards, laws, and regulations.
- The successful applicant(s) will be subject to a responsibility determination assessment (Pre-award Survey) by the Agreement Officer (AO).
- The Recipient must be a responsible entity. The AO may determine a pre-award survey is required to conduct an examination that will determine whether the prospective recipient has the necessary organization, experience, accounting and operational controls, and technical skills – or ability to obtain them – in order to achieve the objectives of the program and comply with the terms and conditions of the award.
