The United States Agency for International Development (USAID) is seeking applications from eligible organizations to fund a program entitled “USAID Regional Health Integration to Enhance Services in Eastern Uganda” with an aim to support the design and implementation of a comprehensive, integrated investment in regional health, HIV/AIDS and nutrition services.
The activity will focus on maximizing the impact of the Government of Uganda (GOU), the United States Government (USG), and other investments in health services and systems using a district-based integrated package of quality health, HIV/AIDS, nutrition, and child development services to contribute to significant, measurable, and sustainable impact on the beneficiary population
RHITES-E is one of five upcoming and ongoing USAID/Uganda activities for comprehensive regional health and HIV/AIDS programs to build on USAID health programs that are closing or have ended. These programs are Strengthening TB and HIV/AIDS Responses in East Central Uganda (STAR-EC), Regional Health Integration to Enhance Services in South West Uganda (RHITES-SW), Strengthening TB and HIV/AIDS Responses in Eastern Uganda (STAR-E), and STRIDES for Family Health; they are implemented by JSI Research and Training Institute, Elizabeth Glaser Pediatric AIDS Foundation, and Management Sciences for Health, respectively.
Objectives
- Improve integration of service delivery and systems strengthening in USAID’s health portfolio;
- Conduct service delivery in ways that positively affect systems strengthening and reduce dependency-producing partnerships across the portfolio;
- Support the strengthening of decentralized health services with greater community citizen control and accountability;
- Facilitate improved engagement of Uganda’s private health sector, especially not-forprofits;
- Promote civil society, civic engagement, and advocacy so that Ugandan policy makers increasingly make the necessary investments for basic health service delivery.
Funding Information
- Subject to funding availability, USAID intends to provide $65,000,000 in total USAID funding over a five year period.
- The ceiling for this program is $65,000,000.
- Actual funding amounts are subject to availability of funds.
Key Result Areas
The overall goal of this activity is to increase utilization of health services and will be measured through progress in the following key result areas:
- Increased availability of and accessibility to health services;
- Improved quality of health services;
- Increased availability of resources for public sector health services;
- Improved organization and management of service delivery; and
- Increased adoption of healthy behaviors and positive child development practices by communities in focus areas and target population groups.
Eligibility Criteria
- USAID policy encourages competition in the award of Grants and Cooperative Agreements. In response to this NFO, any U.S. or non-U.S. organizations, non-profit, or for-profit entity is eligible to apply.
- USAID encourages applications from organizations which have not previously received financial assistance from USAID.
- Applicants must have established financial management, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with established U.S. Government standards, laws, and regulations.
- The successful applicant(s) will be subject to a responsibility determination assessment (Pre-award Survey) by the Agreement Officer (AO).
- The Recipient must be a responsible entity.
