The Bureau of International Narcotics-Law Enforcement is seeking applications for West Bank Access to Justice Legal Aid Grant.
The mission of the State Department’s Bureau of International Narcotics and Law Enforcement Affairs (INL) is to keep Americans safe by countering crime, illegal drugs, and instability abroad. The Bureau of International Narcotics and Law Enforcement Affairs (INL) is at the forefront of responding to these challenges, uniting these overarching themes through their foreign assistance programs, diplomatic engagement, and policy coordination.
INL’s foreign assistance programs are essential to advancing U.S. policy objectives. INL programs advance the following strategic goals:
- Disrupt and reduce illicit drug markets and transnational crime to protect American lives and U.S. national security.
- Combat corruption and illicit financing to strengthen democratic institutions, advance rule of law, and reduce transnational crime and its enablers.
- Strengthen criminal justice systems to support stable, rights respecting partners.
Objectives
- Objective 1: The Palestinian Bar Association (PBA), the Ministry of Justice (MOJ), the High Judicial Council (HJC), the Attorney General’s Office (AGO), and other relevant entities establish a functioning public legal aid system.
- Objective 2: Vulnerable Palestinians in conflict with the law have improved access to quality and effective legal aid provided by six legal aid offices, pilot mobile legal clinics and legal aid clinics.
- Objective 3: Lawyers and legal service providers from MOSD, government institutions and NGOs improve their legal aid knowledge and litigation skills to represent indigents, juveniles, and women subject to investigation and prosecution.
- Objective 4: The public and responsible authorities have better understanding and support for access to quality legal aid services.

- Award Ceiling: $3,300,000
- Award Floor: $1,100,000.
- Length of performance period: 36 months.
Priority Region/Countries: The West Bank.
Participants and Audiences: The intended beneficiaries of this project are Palestinian indigents, juveniles, and women who find themselves under criminal investigation, facing charges, or serving sentence and in need of qualified legal counsel. In addition, the targeted audience for this program includes the Palestinian public, as well as law enforcement, justice, judicial, and social institutions, all of which would benefit from an improved understanding and appreciation of an individual’s right to counsel and due process of law.
Eligibility Criteria
- The following organizations are eligible to apply:
- U.S.-based non-profit/non-governmental organizations (NGOs);
- U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code;
- U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code or section 26 US 115 of the US 115 of the U.S. tax code.
