The United Nations Development Programme (UNDP), under the Global Environment Facility Small Grants Programme (SGP) Operational Phase 8 (OP8), has announced a Call for Proposals to support community-driven initiatives that strengthen resilience to climate change.
This opportunity aims to engage Civil Society Organizations (CSOs) and Community-Based Organizations (CBOs) in Bhutan in projects that promote ecological, social, and economic sustainability through local innovation and collaboration. The call focuses on community-led actions within two defined landscapes — Pema Gatshel and the Eastern Region — as well as projects in the remaining fourteen Dzongkhags across the country.
The primary goal of this initiative is to foster inclusive, sustainable development by empowering communities to protect biodiversity, enhance climate resilience, and improve livelihoods. It encourages applicants to develop projects that integrate environmentally friendly practices in forest and agricultural management, promote watershed protection, and maintain ecosystem services. By supporting local innovations, the initiative seeks to improve agricultural productivity through diversification, value chain development, and the promotion of small and medium-sized enterprises to create employment opportunities.
The call emphasizes social inclusion and the empowerment of vulnerable groups by strengthening community capacity to address the impacts of climate change. Applicants are encouraged to design activities that increase awareness, share good practices, and promote traditional and eco-friendly technologies. A key component of the initiative is the documentation and dissemination of project outcomes, ensuring that valuable lessons and innovations are shared widely within and beyond participating communities.
Eligible organizations may request grants of up to USD 50,000, with each project expected to be completed within 18 months. The funding should directly support on-the-ground activities, as administrative and operational costs will not be covered. Applicants must demonstrate sound financial management capacity and ensure that the requested budget aligns with their ability to manage and implement the proposed project effectively.
To qualify, applicants must be officially registered CSOs or CBOs operating in Bhutan and have at least two years of experience managing similar projects focused on environmental sustainability or community development. Organizations must provide proof of legal status, banking details, and evidence of operational capacity. Women-led community organizations are particularly encouraged to apply, and preference will be given to those with experience working closely with local communities, including youth, women, and other vulnerable groups.
