The Italian Agency for Development Cooperation (AICS) has launched the “Call for Proposal Aid 012884/01/0 – Emergency and Early Recovery Intervention in the sectors of Food Security and Livelihoods, Health, and Education to Strengthen the Resilience Capacity of Vulnerable Populations in Myanmar”.
Objectives
- The initiative aims to provide life-saving humanitarian assistance to the populations most at risk (women, children, elderly people, people with disabilities) and strengthen resilience and access to basic services, with particular reference to food security, health and education of the most vulnerable Burmese population.
Focus Areas
- Food safety:
- Improved food security of the most vulnerable population (women, children, elderly, people with disabilities). This list is not considered exhaustive and other activities, in line with the Humanitarian Needs and Response Plan, will therefore also be eligible:
- Emergency food assistance (may include the distribution of food baskets, food vouchers and mobile kitchens)
- Monitoring of children aged 6-59 months for treatment and prevention of malnutrition
- Monitoring of pregnant or breastfeeding women for the treatment and prevention of malnutrition
- Distribution of agricultural production inputs
- Restoration and light rehabilitation of essential services/infrastructure for rapid recovery of economic activity and livelihood generation to improve access to: electricity (including renewable energy sources) water, irrigation systems, markets etc.
- Improved food security of the most vulnerable population (women, children, elderly, people with disabilities). This list is not considered exhaustive and other activities, in line with the Humanitarian Needs and Response Plan, will therefore also be eligible:
- Education:
- Improved quality and access to education. This list is not considered exhaustive and other activities, in line with the Humanitarian Needs and Response Plan, will therefore also be eligible:
- Provision of school materials for teaching and learning; provision of school meals; voucher assistance
- Non-Formal Education (NFE) courses for children who, due to displacement, economic vulnerability and other conditions, cannot attend school
- Provision of Temporary Learning Spaces (TLS), furniture for TLS, coverage of operating costs, construction and expansion of gender-sensitive WASH facilities
- Creation of structures for early childhood education (Early Childhood Education and Development – ECCD)
- Referral and psychosocial support activities for children and adolescents in difficulty.
- Improved quality and access to education. This list is not considered exhaustive and other activities, in line with the Humanitarian Needs and Response Plan, will therefore also be eligible:
- Health:
- Improved quality and access to basic services in the health sector.
- This list is not considered exhaustive and other activities, in line with the Humanitarian Needs and Response Plan, will therefore also be eligible:
- Provision of emergency or primary health services through mobile clinics (including maternal and child health and reproductive health)
- Provision of mental health and psychosocial support services (MHPSS) (without direct support to services provided within the national circuit)
- Activities to support disability.
- Water and sanitation:
- Improved quality and access to basic services in the water and sanitation sector
- This list is not considered exhaustive and other activities, in line with the Humanitarian Needs and Response Plan, will therefore also be eligible:
- Distribution of drinking water and water for domestic use to the vulnerable population
- Construction or rehabilitation of latrines
- Provision of hygiene kits, including menstrual hygiene
- Solid waste management
- Activities aimed at ensuring access to safe water supply and sanitation services (including construction and rehabilitation of small infrastructure) and dissemination of good hygiene practices.
- First emergency, distribution and transport:
- Improved access to temporary accommodation and basic necessities. This list is not considered exhaustive and other activities, in line with the Humanitarian Needs and Response Plan, will therefore also be eligible:
- Provision of emergency accommodation
- Distribution of Non-Food Items (NFI)
- Maintenance of emergency accommodation

Funding Information
- Total Amount: €1,300,000.00
- Funding requested from AICS not exceeding:
- EUR 216,500 (two hundred sixteen thousand and five hundred/00 euros) for projects submitted by a single non-profit entity.
- EUR 433,000 (four hundred thirty thousand and thirty-three/00 euros) for joint projects submitted by two or more non-profit entities in ATS.
Eligibility Criteria
- Non-profit entities that, on the date of submission, possess the following requirements may submit project proposals for this Call for Proposals:
- Registration in the list referred to in art. 26, paragraph 3, of Law 125/2014
- Specific and proven experience in humanitarian aid interventions;
- Specific and proven experience in humanitarian aid interventions in the sectors covered by the proposal
- Ability to operate on site
- Be in compliance with the tax, contribution and insurance obligations required by law in force in Italy
- Are not in debt to the DGCS of the MAECI and/or the AICS or other donors, for certain, liquid and collectible debts, including debt situations arising from provisions for the revocation of contributions for projects promoted and/or entrusted
- Have not behaved in a manner characterised by serious negligence or bad faith in the implementation of projects of the DGCS of the MAECI, of the AICS, of other donors or in the exercise of their activities.
