The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of Juvenile Justice and Delinquency Prevention (OJJDP) is seeking applications for its Victims of Child Abuse Act (VOCA) Training and Technical Assistance for Child Abuse Prosecutors that will fund a national training and technical assistance program for attorneys and others who are involved in the criminal prosecution of child abuse to enhance the effectiveness of the investigation and prosecution of such crimes.
This training and technical assistance program will address a wide range of topics related to improving the investigation and prosecution of child abuse and neglect. Training and technical assistance will be provided to prosecutors who prosecute child abuse cases in juvenile and adult courts. The training and technical assistance program will address emerging topics in the field, such as serial child torture, abusive head trauma, prosecution of abusive burn cases, drowned child cases, and defending the forensic interview at trial.
Goals
- Develop and provide training opportunities for prosecutors in juvenile and adult courts and related criminal justice professionals.
- Deliver technical assistance efforts for prosecutors in juvenile and adult courts and related criminal justice professionals.
- Develop and promote publications and resources for prosecutors in juvenile and adult courts and related criminal justice professionals.
- Coordinate proposed training and technical assistance with other OJJDP VOCA programs to maximize resources and avoid duplication.

Eligibility Criteria
Eligibility is limited to organizations that have a broad representation of attorneys who prosecute criminal cases in state courts and have demonstrated experience in providing training and technical assistance for prosecutors. For purposes of this solicitation, an organization with “broad representation” of attorneys refers to attorneys who are currently employees of the applicant organization, paid consultants, and/or attorneys from partner/subrecipient agencies. Nonprofit organizations that hold money in offshore accounts for the purposes of avoiding paying the tax described in 26 U.S.C. § 511(a) are not eligible to apply.
