Workshops are sessions in the IGF annual meeting on a specific Internet governance-related topic or question. Internet governance is defined as “the development and application by Governments, the private sector and civil society, in their respective roles, of shared principles, norms, rules, decision making procedures, and programmes that shape the evolution and use of the Internet.”

The priority areas were arrived at based on contributions from 2018 IGF activities, the annual IGF stocktaking process, and the ‘Call for Issues’ for the 2019 programme. These were open to everyone and more than 300 submissions were received in the Call for Issues alone. These processes formed the basis of the Multistakeholder Advisory Group (MAG) discussions and ensured that the programme topics are those that the global community deemed most critical and timely to Internet governance stakeholders and societies at large.

Three Thematic Focus Areas in the IGF 2019 Programme:

  • Data Governance: The Data Governance track will provide for discussions on the fundamental challenge of ensuring the benefits of the data revolution to contribute to inclusive economic development while protecting the rights of people.
  • Digital Inclusion: This is a term that encompasses a broad sector of key Internet governance issues. IGF 2019’s Digital Inclusion track aims to provide a framework for assessing and considering the various elements and policies which can improve access to equitable opportunities in a digital age. Digital Inclusion is about both identifying those with less or no access to the Internet (e.g. underserved communities, marginalized groups, the minorities, people with disabilities or people lacking digital literacy) and it is about activities related to the achievement of an inclusive information society.
  • Security, Safety, Stability and Resilience: Under this theme potential risks to security and safety will be discussed from various angles with due consideration to how stability and resilience can be achieved. Strategies for protection of both systems and users will be addressed, taking into account a multidisciplinary perspective to potential solutions and the importance of stakeholder collaboration for responding to the growing range of threats to the global Internet and its users.

Eligibility Criteria

Any person, or group of persons, from any stakeholder group – civil society, the technical community, the private sector or government – may submit a workshop proposal. Organizing teams who are proposing for the first time, or are from developing countries, are especially encouraged to submit. It is also strongly encouraged to list a team that is diverse in terms of gender, region, stakeholder group, age (e.g. youth), and physical ability (e.g. persons with disabilities), as diversity is an important factor during proposal evaluation.
