UN Women in Bosnia and Herzegovina is inviting civil society organizations (CSOs) registered in Bosnia and Herzegovina, with experience working on issues of gender equality, women’s rights and/or combating violence against women to submit project proposals focusing on advocacy for legislative and policy changes in this field.
This Call for Proposals is launched under the Regional Rrogramme “Implementing Norms, Changing Minds”, funded by the European Union, and implemented by UN Women in cooperation with civil society organizations in Western Balkans and Turkey.
The programme builds on the strong links of UN Women and the European Union with women’s CSOs in the region, placing the programme in a strategic position to assist women in their drive for rights as citizens. CSOs, in particular women’s organizations, play a crucial role in the promotion of gender equality and women’s rights.
The UN Women Country Office in BiH is seeking to engage a CSO working on ending Violence against women and girls (VAWG), gender-based violence and women’s rights, networks of women’s organizations and platforms of women belonging to disadvantaged groups and/or organizations working on women’s rights issues that will contribute to achieving the following result:
- Output 1.2: Laws and policies are reviewed and reformed to conform with international human rights standards including CEDAW and the Istanbul Convention.
With a view to achieving output 1.2, it is expected that the responsible party will, inter alia, focus on the following areas of work:
- Technical assistance to CSOs and government to review/reform laws, policies and legislations at the BiH Entity Levels, including the set-up of interdisciplinary groups to pool expertise;
- Advocacy for the adoption of proposals to improve the response to cases of VAWG at the entity, cantonal and/or local levels.
Suggested Actions/Deliverables
- Development/strengthening of the proposal for improving legislation and policy on protection from domestic violence in the Federation of BiH aligning it with the relevant EU Acquis and international standards, taking into consideration all efforts invested in this process so far;
- Advocacy activities towards relevant government bodies to take on and adopt at least one proposal for revision of legislation/policy/by-laws at the entity, cantonal and/or local level;
- Strengthening implementation of the amended legislation on protection from domestic violence in Republika Srpska and advocacy for harmonization of other laws with the new legislation;
- Dissemination of recommendations from the alternative GREVIO report, CEDAW concluding observations and advocacy with relevant stakeholders for their operationalization.
Funding Information
- The budget range for this proposal should be BAM 115,000 – 120,000.
- Timeframe: Start date and end date for completion of required services/results The project is to last tentatively from April 2020 – April 2021.

- The Call for Implementing Partners is open to registered CSOs working in BiH. Applications are encouraged particularly from women’s and human rights organizations which focus on:
- Evidence-based programming, building on lessons learned and recommended practices, to ensure optimal results and use of resources;
- Human rights-based and gender-responsive approaches that place first priority on promoting, protecting and fulfilling the human rights of women and girls as well as strengthening institutional capacities at local levels to eliminate all forms of discrimination against women;
- Focus on disadvantaged groups, including those living in poverty or otherwise especially excluded, and ensuring responsiveness to diversity;
- Coordination and multi-sectorial partnerships, including among government organizations, nongovernmental organizations, women’s and other civil society groups;
- Commitment to sharing knowledge, by documenting, evaluating and disseminating results, and working with UN Women staff in the process;
- Priority placed on sustainability of results;
- Communication and visibility in line with the programme communication strategy, which will be defined at the stage of project proposal finalization. Once the communication strategy/plan is approved by the EU Delegation to BiH and UN Women, major steps of this plan are to be coordinated with the EU Delegation to BiH and UN Women to ensure greater impact.
- The Call for Implementing Partners is open to registered CSOs working in BiH. Applications are encouraged particularly from women’s and human rights organizations which focus on:
- Other competencies, which while not required, can be an asset for the performance of services
- Transformation of inequitable gender norms and power disparities between women and men, and empowerment of women and girls to thrive as equals;
- Holistic responses that address women and girls’ inter-related rights and needs, including safety, access to healthcare, education and economic security.
Language of Proposal
The proposal prepared by the proponent and all correspondence and documents relating to the proposal exchanged between the proponent and UNWOMEN, shall be written in English.
