The Climate and Clean Air Coalition (CCAC) has announced a call for applications to support the enforcement of Euro VI standards in Morocco.
This project responds to the request by Morocco’s Ministry of Energy Transition and Sustainable Development/Department of Sustainable Development to support the enforcement of the recently adopted Euro VI emission standard (January 1, 2023).

Expected Results
- Outcome 1: The Government of Morocco has strengthened capacity to enforce monitoring of compliance with Euro VI emissions standards by the end of the project or soon after.
- Indicator: Number of government entities with a demonstrated improved capacity for SLCP action
- Output 1.1 Technical expertise to help manufacturers meet Euro VI emissions standards.
- Output 1.2 Strengthening the skills of existing centers for the compliance to Euro VI emission standards
- Output 1.3 Development of monitoring systems to track vehicle emissions and to ensure compliance.
- Output 1.4 Training programs for technicians and authorities provided on enforcing Euro VI standards.
- Output 1.5 Public Awareness and Stakeholder Engagement, including vehicle owners, industry associations, and environmental groups, to garner support for the implementation of Euro VI standards.
- Outcome 2: The Government of Morocco has strengthened capacity to develop and implement regulations for vehicle emissions testing and monitoring by the end of the project or soon after.
- Indicator: Number of laws, regulations, or other policy mechanisms with SLCP targets or mitigation measures formally adopted, endorsed, and/or implemented
- Output 2.1 Enforcement mechanisms and monitoring systems to ensure compliance with Euro VI standards, including penalties for non-compliance, developed and implemented, considering international best practices.
- Output 2.2 Law enforcement agencies trained on enforcing Euro VI standards and conducting emissions tests.
- Outcome 3: South-South cooperation on Euro VI Standards development, enforcement challenges and lessons learnt has increased by the end of the project or soon after.
- Indicator: Number of government entities with a demonstrated improved capacity for SLCP action
- Output 3.1 Regional training on Euro VI standards development and enforcement.
Eligibility Criteria
- To be eligible for consideration, project proposals must meet the following requirements:
- Complete and submitted before the deadline
- Submitted by a non-governmental organization (NGO), intergovernmental organization (IGO), or other not-for-profit entity.
- Requested funding is within the estimated budget amount, or includes a clear justification for additional expenses
- Project duration is less than 24 months
- Budget criteria are met and spending caps on expenses are respected.
- Please note that entities will be required to provide the last three (3) audited financial statements to be eligible for CCAC funding. These statements may be provided along with the application for funding or at the request of the CCAC Secretariat during the evaluation process.
- For-profit entities may only participate in the project as stakeholders, co-funders, or end users. Applicants are encouraged to include for-profit entities in the development of the project proposal and/or during project implementation if their ownership of the proposed solution is key to the project’s success.
