The Management Authority for the Inclusion and Social Dignity Program (PoIDS) within the Ministry of Investments and European Projects publishes call for proposals “Community services for children and families to prevent separation and to support family reintegration of children from the special protection system”.

- Priority 5 of the Social Inclusion and Dignity Program 2021 – 2027 aims to implement measures at the national level that contribute to the reduction of material deprivation that affects children (including by supporting single-parent families), to the reduction of the risk of separation of the child from the family, as well as to the development of services specialized for children. POIDS supports people affected by the climate transition through measures aimed at access to employment for single mothers and people with disabilities, as well as measures to support children whose parents work abroad or are unemployed.

Expected Results
- At the project call level, the following results are targeted:
- Children at risk of family separation who benefit from support and are kept in family;
- Children with special protection measure who benefit from support and are reintegrated in family.
Eligible Activities
- Activity 0 Carrying out the initial needs analysis in order to identify the need at the level of the project implementation area (local/ county) – mandatory pre-contractual activit
- Activity 1 Identification, assessment of children at risk of family separation and, as the case may be, children for whom a measure has been instituted of special protection and who can be reintegrated into the family, including elaboration The service plan or, as the case may be, the individualized protection plan compulsory activity
- Activity 2 Provision of support services intended for children with vision preventing the risk of family separation – mandatory activity
- Activity 3 Providing support services intended for children from the special protection system with a view to reintegration into the family – relevant activity
- Activity 4 Implementation of measures to accompany the family in order to raise and care for their own children or, as the case may be, those reintegrated into the family compulsory activity
Target Groups
- In this call for projects, the target group consists of:
- Children living in poverty at risk of family separation – for whom support measures will be implemented in order to prevent family separation;
- Children from the special protection system – for whom support measures will be implemented in order to reintegrate into the family.
- To be eligible, people from the target group must meet the following conditions:
- Children living in poverty at risk of family separation:
- they have not reached the age of 18 at the time of entry into the operation;
- come from a family that faces one or more of the following:
- the economic situation and poor living conditions existing in his family environment and/or in the community, respectively situation of risk of monetary poverty or extreme poverty;
- poor health of one or more family members, including their disability;
- the abusive, violent environment existing in the family and risky behaviors that can negatively affect the relationships between adults, children and between adults and children;
- are in certain situations of vulnerability, such as delinquent behavior, repeated leaving home, alcohol and drug consumption, suicide attempt and school dropout;
- have domicile/residence in the development region targeted by the project.
- Children from the special protection system:
- have not reached the age of 18 at the time of entering the operation;
- have instituted a special protection measure in accordance with the provisions of Law 272/2004, republished, with subsequent amendments and additions;
- have domicile/residence in the development region targeted by the project.

- To be able to apply for funding under PoIDS, applicants and partners must be legally established organizations in Romania

- Social service providers accredited under the law, public and private.

- For this call for project proposals, the eligible partners are represented by:
- Local public authorities (if the UAT is joint or, as the case may be, if a Social Assistance Department with distinct legal personality is not established at the city or municipality level);
- Social Assistance Directorates with legal personality at the UAT level;
- General Directorates of Social Assistance and Child Protection at the county/sector level of the Municipality of Bucharest;
- Private social service providers accredited under the law;
- County School Inspectorates/Bucharest City School Inspectorate;
- Public preschool/preschool/pre-university educational institutions part a the school network.
