The Government of Japan has announced Grant Assistance for Grassroots Human Security Projects (GGP) in order to respond to diverse development needs in developing countries.
The aim of GGP is to provide financial assistance to non-profit development organizations for implementing projects at community level.
The followings are the types of non-profit development organization which are eligible to apply. Individuals or private firms are not qualified to apply under this scheme.
- Community-Based Organizations
- Local & International NGOs (Non-Governmental Organization)
- Local authority (Ex. City Council, District)
- Educational Institutions (ex. School management committee)
- Medical Institutions (ex. Hospital Management Committee)
- Research Institutions.

- Water and Sanitation
- Health
- Agriculture Development
- Poverty Reduction.
Project Areas
- The KUSANONE mainly covers tangible improvements, such as constructing primary and junior high schools, improving fundamental medical equipment at hospitals, and excavating wells, etc.
- However, intangible improvements such as capacity building amongst people may also be eligible for support if determined to be important.
- The following areas are not financed by the KUSANONE:
- Projects for assisting research at advanced academic institutions and projects for improving the capacities of the recipient organization itself
- Projects that are limited to commercial activities and creation of employment of particular individuals and organizations, and where the direct benefits for grass-roots activities are uncertain
- Projects that are not closely related to economic and social development (such as culture, arts, and sports related projects)
- Projects with a political or missionary purpose or the intention of military use
- Even if a project is eligible for the KUSANONE, consumables, small fixtures, and running and maintenance costs of facilities and equipment, etc., are not financed.
Funding Information
- The Embassy funds projects to construct and maintain infrastructures in the areas of primary education, health care, water and sanitation, agriculture and environmental protection with the maximum funding amount of 10 million yen (approximately USD 90,000). Special attention may be given to projects assisting vulnerable groups (ex. street children, orphans, widows, and people with disability).
What GGP can Fund
- Construction of building or facilities
- Renovation of building or facilities
- Supply of equipment
- Supply of furniture.
Eligibility Criteria
- Community-Based Organizations
- Local or International Non-Governmental Organizations (NGOs)
- Local authority (Ex. City Council, District)
- Educational Institutions (Ex. School Management Committee, schools)
- Medical or Health Institutions (Ex. Hospital Management Committee)
- Research Institutions.
Eligible Recipients
- NGOs working in developing countries (including local NGOs and international NGOs; in principle Japanese NGOs who are eligible for Grant Assistance for Japanese NGOs are excluded)
- Nonprofit organizations such as local public organizations, educational institutions such as primary and junior high schools, and medical institutions
- Nonprofit organizations that implement development projects at the grass-roots level in eligible countries
- Individuals and profit organizations are not eligible.
Ineligible
- Individuals or private companies and groups
- Organizations which do not have certificate of registration or which are registered less than two years
- Organizations without title deed or proof of ownership
What GGP Cannot Fund
- Office expenses
- Contingency expenses
- Expenses incurred on individual or corporate profit-making activities
- Direct funds and assets provided to specific individuals
- Expenses linked to indulgences that may be harmful to human body
- Research expenses that do not have clear direct benefits for the population
- Inauguration expenses
- Administrative costs (personnel and operational costs, etc.)
- Maintenance and management costs
- Vaccines for beneficiaries
- Consumable and small fixtures
- Books
- Vehicles
- Electronic equipment such as personal computers, etc.
- Banking fee
- Vehicle registration fees
- Import-related taxes.
