The purpose of the Call for Expression of Interest is to solicit interest from national non-profit rural civil society organizations or University as Implementing Partner with capacity to participate in UN-Habitat operation and contribute complementary resources (human resources, knowledge, funds, in-kind contributions, supplies and/or equipment).
Purpose of Call for Proposals: To support the development of appropriate land tools, strategies and technologies in the Province of Ituri and Maindombe as part of the larger ‘Programme to Support Land Reform and Strengthen Capacity of Land Administration in the Democratic Republic of Congo’.
The present call for proposal is part of the broader process of development of national land policy in DRC and development of fit-for-purpose land administration strategies including the development of methodological guides for tenure security improvement for poor communities and vulnerable groups and establishment of land information system. The implementing partners is, therefore, expected to contribute to consolidating the processes, experiences and strategies being implemented and developed in the Provinces of Ituri and Maindombe including on selected sites for the establishment of land information systems and tenure security improvement projects. To reach those goals, the implementing partners shall support the consolidation of experiences and processes for both sites, strengthen the implementation of the land information system (LIS) and develop derivative tools from the existing processes and experiences including for land policy process.

Main Outputs and Activities
In close collaboration with UN-Habitat (regional and country offices), Land and Global Land Tool Network Unit, government and provincial authorities, and other land stakeholders, the Implementing Partner will be undertaking the following key interventions and activities as follows:
- On Consolidation of Processes, Experiences and Strategies:
- To support the consolidation of existing processes, experiences, lessons learned and strategies in the Provinces of Ituri and Maindombe including on selected community sites
- To strengthen the extraction and validation of experiences and lessons learned in the two provinces through multi-stakeholder discussions and dialogues
- To come up with consolidated agreements, reports, strategies and relevant manuals as appropriate.
- To mobilize international, national and local experts and partners to enable consolidation and integration of strategies and inform land policy and land administration reform processes
- Main Expected Result: To come up with consolidated reports and strategies from the experiences, processes and lessons learned from Provinces of Ituri and Maidombe in regards to tenure security improvement efforts, land information systems establishment and development of fit-for-purpose land administration strategies.
- On Development of Appropriate Land Tools:
- Mobilize international, national and local experts and partners to develop appropriate land tools and approaches.
- Design and implement a multi-stakeholder consultation plan towards the development, validation and approval of the expected tools, approaches, strategies and manuals/guides.
- Develop appropriate land tools (including appropriate strategies and manuals) on the following:
- Land Information System
- Land Policy (What is a Good or Responsive Land Policy)
- How to improve tenure security of poor communities and vulnerable groups (possibly a methodological guide or manual
- Fit for Purpose Land Administration Strategy (building from the experiences and documentation of the two provinces)
- Alternative Dispute Resolution (building from local strengths and processes)
- Design and implement appropriate documentation, publications and dissemination.
- On Overall Programme Management and Coordination:
- To prepare a detailed inception report in consultations with project stakeholders.
- To prepare ToRs, concept notes and implementation plan particularly in regard to mobilizing international and local experts for land policy and land information system.
- To develop and implement monitoring, documentation and evaluation plan.
- To prepare progress and monitoring reports including audit and financial reports.
- To develop and implement a multi-stakeholder communications and validation plan.
- To develop a risk management plan.
- To liaise with GLTN Secretariat, UN-Habitat DRC Office, national/provincial authorities in the development of land tools, approaches strategies and manuals/guides.
- To analyze, document and disseminate the experience, good practices and lessons learned.
Eligibility Criteria
- Certificate of registration/incorporation i.e.,
- Proof of registration in Country of Origin.
- Proof of registration of Country of operation
- Proof of country operational presence
- Clear organization profile and structure of the organization indicating:
- Organization’s vision, mission and objectives
- Management structure
- Members of the Governing Board and their Designations duly certified by the Corporate Secretary, or its equivalent document
- Proof of membership to professional associations if any.
- Audited company financial statements (balance sheet and income statement) and auditor’s report for the last two years.
- The organization willing and able to have a separate bank account for the funds provided by UN-Habitat.
- The organization should complete and submit a signed Partner Declaration Form (Form to be provided upon request).
- Provide information about the structure or the organizations (HR, Organogram)
- Provide the profiles of the Chairperson of the Board of Directors, Head of the Organization and Chief of Finance
