UNWOMEN Myanmar has issued a Call for Proposals (CfP) for a responsible partner (RP) to implement the UNWOMEN component of the Joint Program with ILO called “Safe and Fair: Realizing the Rights of Women Migrant Workers Rights and opportunities in the ASEAN Region.”
UNWOMEN is seeking for innovative proposals from committed organizations that have extensive experience in the field of violence against women (VAW) service delivery, women’s labor migration and anti-human trafficking, particularly for enhancing quality service delivery for women migrant workers (WMWs), peer-to-peer networking for international migration and community mobilizing.
The Safe and Fair Program aims at strengthening labor migration governance and addressing risks inherent in migration systems that can result in violence and trafficking. The program will also foster rights-based and gender responsive approaches to violence against women and labor migration governance and support access to essential services. As a country of origin, the Safe and Fair Program in Myanmar will work with potential and returnee women migrant workers.
Objectives
The Safe and Fair program aims to achieve the following objectives:
- Women migrant workers are better protected by gender sensitive labor migration governance frameworks;
- Women migrant workers are less vulnerable to violence ad trafficking and benefitted from coordinated responsive quality services;
- Improved data, knowledge and attitude on the rights and contributions of women migrant workers.

- Right-based and survivor-centered approaches are integrated into laws, policies, practice on prevention and response to VAW with a focus on women migrant workers.

- Networks of women groups, community-based organizations, labor unions and local government agencies are established and mobilized to prevent violence and trafficking of women throughout the migration cycle.
Funding Information
The total grant is a maximum of USD 150,000 which is equivalent to 199,680,000 MMK.
Timeframe of the Program Implementation
The project implementation is expected to start in September 2019 and end in August 2021 (2 years), with the draft financial and narrative report to be submitted within one month, and finalized within two months after project completion.
Eligibility Criteria
Legally registered Women Non-Governmental Organizations (NGOs), Women Civil Society Organizations (CSOs) and Women Group Networks in Myanmar with a proven track record in violence against women, migration and human trafficking, particularly around providing capacity building trainings, community mobilizing, peer networking and consultations with local authorities and presence in target locations are eligible to submit proposals.
Competencies
- Proven track record in the implementation of violence against women projects, ideally having experiences in managing EVAW, labor migration and anti-human trafficking projects;
- Relevant experience in partnerships with UNWOMEN and/or other UN agencies, NGOs, other development actors and governments;
- Working experiences in Kachin, Kayin and Taninthayi and Myanmar with an existing operational presence in Kachin, Kayin and Taninthayi ideally with a strong presence in IDP camps in Myanmar and in destination countries of Myanmar migrants within ASEAN region with an established working relationship with local government and ethnic authorities;
- Capacity and capability of delivering capacity building trainings (ideally, social norms around women’s rights and female labor migration and men and boy engagement in preventing violence against women) at community and IDP camps level;
- Strong local network with the state and central government, community based organizations and other peers;
- Experience in preventing violence against women, responding and providing services for migrant workers and human trafficking survivors, particularly in working relationship with ethnic leaders, border guard polices, anti-human trafficking police, recruitment agencies, migrant networks at all level is an asset.
