The U.S. Agency for International Development (USAID), represented by USAID/Côte d’Ivoire intends to award a cooperative agreement for a new activity entitled “Political Transition and Inclusion in Côte d’Ivoire” (PTI) that seeks to improve the Government of Côte d’Ivoire (GOCI)’s inclusiveness and responsiveness to citizens’ priorities and grievances.
The PTI project is intended to improve the Government of Côte d’Ivoire’s inclusivity, responsiveness, and accountability to citizens’ needs and concerns in order to increase citizen confidence in the state, particularly for youth and women to establish lasting conditions for stability. The PTI award will complement activities of the Political Inclusion and Accountability (PIA) project, including an Accountability Activity on transparency and service delivery resulting in collective action by citizens and the government to prioritize participatory responsive governance. These efforts will contribute to a key goal of the US Mission in Côte d’Ivoire: Improved governance and increased participation in the nation’s political dialogue as necessary prerequisites to durable national stability and a growing economy.
Purpose of PTI Activity
- Support the government’s interaction with citizens, and increase civil society participation, particularly for marginalized groups; including during the electoral process
- Reinforce the GOCI’s accountability systems and capacity, including during the electoral process
Expected Outcomes
- The GOCI is more inclusive of citizens’ needs and concerns, particularly for youth and women in marginalized and conflict-risk areas
- The GOCI and civil society are more accountable to citizens

Eligibility Criteria
- U.S. and non-U.S. Non-governmental organizations (NGOs), private voluntary organizations (PVOs), for-profit companies willing to forego profit, colleges and universities, and Public International Organizations are eligible to submit applications. Faith-based and community organizations that fit the criteria above are also eligible to apply.
- USAID welcomes applications from organizations which have not previously received financial assistance from USAID. However, under certain components in the Program Description, USAID requests that applicants identify local partners and local organizations that are currently operating in Cote D’Ivoire to implement activities under the objectives. The incorporation of Cote D’Ivoire organizations into the overall technical approach will be evaluated. USAID defines a local organization as one that:
- Is organized under the laws of the recipient country;
- Has its principal place of business in Cote d’Ivoire;
- Is majority-owned by individuals who are citizens or lawful permanent residents of the recipient country or is managed by the governing body, the majority of whose members are citizens or lawful permanent residents of Cote d’Ivoire; and
- Is not controlled by a foreign entity or by an individual or individuals who are not citizens or permanent residents of Cote d’Ivoire.
