Applications open for the Friends of Niger Grant Program

Applications are now open for the Friends of Niger Grant Program to support projects that directly benefit the people of Niger.
The Friends of Niger is an organization founded by Returned Peace Corps Volunteers to initiate and support activities related to Niger and its people.
Purposes
- The three main purposes:
- Connecting and engaging people who have connections to Niger, including diaspora and those who have worked in Niger;
- Supporting development and humanitarian activities in Niger;
- Advocating for and educating about Niger.
Priorities
- FON gives priority to projects that:
- Address a locally identified need
- Are feasible and likely to be successful
- Benefit a group or community level (i.e. not just individuals)
- Have group or community involvement and local contributions in the project design and implementation
- Have a plan to sustain the benefits into the future
- Build local capacity and leadership
Funding Information
- Friends of Niger (FON) awards small grants range between $500 and $5,000.
Eligibility Criteria
- Applications are welcomed from not-for-profit organizations, community associations, schools, and clinics.
- Applications will not be accepted from individuals or organizations that represent political parties, private businesses, or any entity that has outstanding obligations to FON including missing or incomplete project reports.
- Applications from organizations on a terrorist watch list or associated with any other form of political violence, money laundering or any criminal or illicit activity determined by Nigerien law, regional law and/or international law are not eligible for funding.
- Applications may be submitted in English or French and may be handwritten as long as they are legible.
- Applicants are encouraged to write short, complete answers following the guidance including respecting the word limits noted in the application form.
Ineligible
- FON will not Fund:
- Political advocacy, including political campaigns or attempts to influence legislation in Niger;
- litigation activities;
- Visa or other immigration requests that only benefit individuals;
- Debt relief for any organization;
- Projects that benefit only one individual or family;
- Projects with a religious, ethnic, or racial objective or any other discriminatory objective considered illegal under Nigerien law;
- Scholarships for individuals.

Develop National SLCP Plan and National Methane Roadmap Project (Niger)

The Climate & Clean Air Coalition has launched a call for proposals to assess and reduce short-lived climate pollutant (SLCP) emissions.
At minimum, the project is expected to develop a National SLCP Plan and a National Methane Roadmap that will inform Niger’s 2025 Nationally Determined Contribution (NDC) update. This will be accompanied by workshops and trainings on mitigation SLCPs across relevant sectors.
National SLCP Plan
- Niger joined the CCAC in 2019 to boost national efforts to contribute to global goals through actions to reduce short-lived climate pollutants (SLCPs). This project will support Niger to develop a National SLCP Plan to identify and assess the co-benefits of SLCP mitigation measures and build national capacity to implement priorities measures and monitor progress. This work will inform the update of Niger’s NDC in 2025, identifying SLCP mitigation measures and/or SLCP reduction targets that can be integrated into international commitments.
National Methane Roadmap
- Participating in the Global Methane Pledge, Niger has made a voluntary commitment towards the objective to reduce global methane emissions by 30% by 2030 compared to 2020 levels. This project will support Niger to develop a National Methane Roadmap, identifying priority methane mitigation measures and implementation pathways across priority sectors such as agriculture, waste, and fossil fuels. This project will compliment Niger’s request for support to develop a National SLCP Plan.
- National Methane Roadmaps leverage emerging data and techniques to enhance emissions inventories, identify compelling abatement strategies, and define methane related policies, programs, and funding streams for implementation. As a Core Implementer of the Global Methane Pledge, the CCAC is supporting the development of methane roadmaps to assist countries in achieving methane emissions reductions this decade.
Funding Information
- Estimated project cost: US$ 162,500.
- Duration: Less than 24 months.
Expected Results
- Applicants are encouraged to propose additional outputs as needed to ensure the expected project outcomes are achieved. Applicants can determine the scope of outputs if not specified. The project is expected to deliver at a minimum:
- The Government of Niger endorses the National SLCP Plan by the project end or shortly after.
- Indicator: Number of action plans, roadmaps, strategies, or other future plans with SLCP targets or mitigation measures.
- Output: National SLCP Plan for Niger which includes at a minimum:
- Integrated GHG and SLCP emissions inventory and emissions projections.
- Mitigation assessments.
- Quantification of co-benefit.
- Implementation pathways in priority SLCP sectors that include existing policies and plans.
- Cost of implementation and sources of funding.
- Summary for policy makers.
- The Government of Niger endorses the National Methane Roadmap by the end of the project of soon after.
- Indicator: Number of action plans, roadmaps, strategies, or other future plans with SLCP targets or mitigation measures.
- Output: A National Methane Roadmap developed in line with a modality agreed with the CCAC Secretariat. Implementers developing methane roadmaps should also participate in the CCAC’s Methane Roadmap Action Programme (M-RAP), which provides virtual workshops on where to find data, tools, and guidelines for analysis. At a minimum, a National Methane Roadmap should include:
- A needs assessment which identifies gaps in existing commitments and policies for methane mitigation.
- A mitigation assessment including priority mitigation measures, mitigation potential, and cost-benefit analysis of implementation in high-emitting sectors.
- An assessment of the institutional arrangements for implementation.
- A monitoring and evaluation framework for identified methane mitigation measures.
- Identified funding sources to support implementation of the measures.
- The Government of Niger integrates SLCP measures or targets into its NDC by 2025.
- Indicator: Number of NDCs targeting SLCPs.
- Output: Recommendations to include SLCP emissions reductions measures and/or targets into Niger’s updated NDC in 2025.
- The Government of Niger has a demonstrated increased capacity to assess and address SLCP emissions by the end of the project.
- Indicator: Number of government entities with improved capacity for SLCP action.
- Output: Capacity building workshops to relevant government agencies on SLCP analysis, including on monitoring, reporting, and verification.
Eligibility Criteria
- To be eligible for consideration, project proposals must meet the following requirements:
- Complete and submitted before the deadline.
- Submitted by a non-governmental organization (NGO), intergovernmental organization (IGO), or other not-for-profit entity. Governments are not eligible to apply directly for funding in this call.
- Requested funding is within the estimated budget amount, or includes a clear justification for additional expenses.
- Budget criteria are met and spending caps on expenses are respected.
- For-profit entities may only participate in the project as stakeholders, co-funders, or end users. Applicants are encouraged to include for-profit entities in the development of the project proposal and/or during project implementation if their ownership of the proposed solution is the key to the project’s success.
Evaluation Criteria
- Proposals will be evaluated against the following criteria:
- Presents a clear plan to achieve the required outcomes during the lifetime of the project or soon after.
- Includes a plan or activities to enable the scaling up of, replication of, or sustained use of project results over time.
- Sets out a clear approach for enabling or contributing to SLCP emissions reductions and resulting co-benefits.
- Involves relevant stakeholders.
- Approach is grounded in a strong understanding of relevant risks.
- Complements other relevant initiatives, funding mechanisms, and existing policy processes.
- Applicant demonstrates necessary capacity and experience to perform the work.
- A realistic, cost-effective, and clearly justified budget and approach is proposed.

- The redesign / improvement / deployment of the commercial and marketing strategy.
- Sales stimulation programs including the restructuring and support for sales and marketing teams.
- The implementation of digital commercial monitoring tools (CRM).
- Assistance in the design of innovative and adapted communication campaigns.
- The possible purchase of communication campaigns in parallel with the work carried out on the professionalization of distribution and quality control.
- Support for the possible hiring of HR or the purchase of supplies/equipment related to commercial and marketing activities on behalf of the company.
- The project focuses on the cities of Ouagadougou, Bobo-Dioulasso and Koudougou in Burkina Faso and Niamey in Niger. The structures applying must operate in at least one of these four cities.

Bill & Melinda Gates Foundation Immunization Grant Program

The Immunization Program Strategy Team at the Bill & Melinda Gates Foundation is requesting proposals for a rapid learning project to understand drivers of drop out from the primary infant series to the 9-month touch point to and identify approaches to increase retention.
This project will complement the zero-dose work that is a focus of the Foundation, Gavi and Alliance partners – while the zero-dose work focuses on access (identifying and reaching children never touched by the immunization system) this project will focus on retention (how do they keep families in the immunization program and reduce the number of MCV0 children?).
While immunizations are scheduled to be delivered at 9 months, timeliness challenges are well-documented globally. The research should be able to understand the age at which MCV (and all other 9-month touch point antigens relevant to the country) are actually administered, as well as document relevant time points at which caregivers are bringing their children to health facilities for other services.
Goals
- Analysis/synthesis of existing data and primary data collection from EPI, HCWs, and caregivers are anticipated.
- Project design should detail how the deployment will be rapid and solutions oriented. The approach may require a series of sprints to learn and adapt during the course of the project.
- Identify opportunities to improve access and engagement at this touchpoint and reduce dropout from DTP3 to MCV1 using a lens of human-centered design. Outcomes of the learning agenda should be clearly linked to potential interventions, whether focused on systems, behavior, communications (e.g. demand creation), etc. Participatory design with the community, health workers and local government is encouraged.
- Share findings with local governments, regional and global partners to improve coverage of MCV and other 9-month immunizations.
Expected Outputs
- The following deliverables are expected from this grant:
- Inception report outlining methodologies and work plan.
- Government engagement and alignment on methodology will be an important milestone.
- Monthly email/meeting updates on progress.
- Final report and presentations to local, regional and global partners.
- Publication(s) of findings.

Geography Focus
- The project will include several (4+) countries to gather varied perspectives and identify common themes. The following countries have been shortlisted as priority interest (based on the Measles and Rubella Initiative focus, country population, MCV1 coverage, and dropout from DTP3), but they are open to considering other geographies with strong rationale and country interest:
- Angola
- Burkina Faso
- DRC
- Ethiopia
- Liberia
- Madagascar
- Mali
- Niger
- Nigeria
- Pakistan
- The countries will be determined as part of the grant development and applicants should propose geographies for focus, including rationale. All countries proposed should be Gavi-eligible or Gavi-transitioned.
Timeline
- As this is a rapid learning project, the expected grant timeline to be 2 years.
Criteria
- Multiple application types are welcome for concept note submission including the following:
- One organization who will conduct work across all countries, or;
- A consortium of partners with a primary grantee identified who will coordinate across the other partners and countries and who will be the focal point for Gates Foundation engagement, or;
- An organization that can support 1 or more countries and is willing to be part of a consortium of partners, to be determined and co-created with the Gates Foundation team.
- If you submit for work in a single country, please also indicate if your organization is well-placed to serve as the primary grantee and coordinate across the partners, including rationale.
- For-profit organizations will not be considered for this grant.

Call for Applications: Digital Public Infrastructure Journalism Fellowship

The Media Foundation for West Africa (MFWA) with funding support from and in partnership with Co-Develop, is commencing a regional journalism fellowship programme for journalists in West Africa to improve public awareness.
This initiative is intended to build and grow a pool of West African journalists who would have the relevant knowledge and skills to produce quality and impactful reports on DPI/DPGs. Ultimately, the work of these journalists would increase public access to information on DPI/DPGs, and public awareness and enable public engagements in DPI/DPGs policy formulation and implementation across West Africa.
The selected journalists for this programme will go through a three-month (September to November 2023) fellowship involving training workshops, mentorship and story production. After the three-month fellowship, the beneficiary journalists will continue to engage in network activities and story production on DPI/DPG issues.
Details of Fellowship
- The Fellowship will be both virtual and in-person. For the first six weeks and the last four weeks, Fellows will be engaged virtually by mentors and trainers. During the 7th and 8th weeks of the Fellowship, fellows will convene in Accra, Ghana for further in-person and peer-to-peer experience-sharing sessions.
- By the end of the Fellowship, each fellow is expected to have produced at least two significant stories on DPI/DPGs. Fellows will be required to publish their stories in their respective news media organisations. Fellows will also receive a certificate of participation.

- The opportunity is open to journalists from the following countries: Benin, Cape Verde, Cote d’Ivoire, Ghana, Niger, Nigeria, Senegal, Sierra Leone, The Gambia and Togo.
- An applicant must have worked as a journalist for at least 3 years.
- An applicant must:
- Be proficient in reading, writing, and speaking any of the following three languages – English or French or Portuguese
- Be available to fully participate in the fellowship
- Commit to three months of the fellowship and three months of post-fellowship DPI/DPGs activities including story production
- Be available to travel and spend two weeks in Ghana
- Be a full-time practising journalist and must be working with a credible media organisation in any of the target countries
